Public Services Delivery Scotland, acting for NHS Scotland health boards, special health boards and other participating NHS organisations, is buying orthopaedic supplies for acute surgical procedures across Scotland. The requirement covers orthopaedic power tools, including general, spinal, neuro, cranio-maxillofacial and ear, nose and throat specialist tools, plus related consumables and accessories. The Common Services Agency (more commonly known as Public Services Delivery Scotland (PSD Scotland)) ('the authority') acting through its division Procurement, Commissioning and Facilities is undertaking this procurement of supply and delivery of Orthopaedic Power Tools, Bone Cement & Mixers, Pulse Lavage & Tourniquet Equipment and Consumables for use in supporting Orthopaedic surgical procedures on behalf of all entities constituted pursuant to the National Health Service (Scotland) Act 1978 (i.e. All NHS Scotland Health Boards, Special Health Boards and the Authority of other NHS Organisation established pursuant to the NHS(Scotland) Act 1978), any integrated Joint Boards established pursuant to the new Public Bodies (Joint Working) Scotland Act 2014 (collectively hereafter referred to as 'Participating Authorities')

Lot Information

Surgical power tools (including Dermatome) with Battery, Electric or Pneumatic Power Source

We require all relevant Orthopaedic Surgical Power Tools including, but not limited to, bone saws, dermatome, cutter, drill, driver, handpiece etc, for use in orthopaedic surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. This Lot applies to both Large and small bone orthopaedic power tools but not precision tools, for which there is a separate lot.

Spinal/Neuro/ CMF/ ENT Precision/specialist Power tools with Electric or Pneumatic Power source

We require all relevant Spinal/Neuro/ CMF/ ENT Precision/specialist Orthopaedic Power tools including, but not limited to, bone saws, dermatome, cutter, drill, driver, handpiece etc, for use in orthopaedic surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. This Lot applies to precision and specialist orthopaedic power tools but not general Surgical large & small bone power tools, for which there is a separate lot.

Orthopaedic Power Tool (including Dermatome) Consumables and accessories

We require all relevant Orthopaedic Surgical Power Tool comsumables and accessories including, but not limited to, bone saws, dermatome, cutter, drill, driver, etc, for use in orthopaedic surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. This Lot applies to consumables and accessories for orthopaedic power tools including specialist and precision tools.

Bone Cement & Bone Cement Vacuum Mixing Systems - all types

We require Bone Cement & Bone Cement Mixing Systems for use in NHSS invasive orthopaedic surgical procedures. This will be used in an acute setting across NHSS by suitably trained personnel.

Bone Cement Accessories

We require Orthopaedic Bone Cement Accessories for use in NHSS invasive orthopaedic surgical procedures. This will be used in an acute setting across NHSS by suitably trained personnel.

Pulse Lavage irrigation system (Fully or partially disposable)

We require Pulse Lavage irrigation systems for use in NHSS invasive orthopaedic surgical procedures. This will be used in an acute setting across NHSS by suitably trained personnel.

Tourniquet Cuffs (Disposable, Reusable & Semi-Reusable)

We require Tourniquet Cuffs (Disposable, Reusable & Semi-Reusable) for use in NHSS invasive orthopaedic surgical procedures. This will be used in an acute setting across NHSS by suitably trained personnel.

Tourniquet Cuff Accessories (Machinery/ Exsanguinators)

We require Tourniquet Cuffs Accessories for use in NHSS invasive orthopaedic surgical procedures. This will be used in an acute setting across NHSS by suitably trained personnel.

Other related items not covered by previous Lots (Unscored)

Bidders are requested to submit details of any items they offer, which are suitable for inclusion in this Orthopaedic Power Tools, Bone Cement, Mixers, Pulse Lavage & Tourniquets Framework for acute procedures but, by their description, cannot be submitted in any of the lots 1-8. Key Deliverables will be decided on a case by case basis. For absolute clarity, no item included here should be present in your bid for any other lot, and priority should be given to inclusion in defined and scored lots where possible. Bidders to this lot MUST have included bids to one or more of the scored lots 1-8 on this tender to qualify. PLEASE NOTE: This is an UNSCORED Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements.

Service & Maintenance Lot (Unscored)

We require Orthopaedic Power Tools, Bone Cement & Mixers, Pulse Lavage & Tourniquets for use in acute orthopaedic surgical procedures across NHSS by suitably trained personnel. Bidders are requested to submit offers related to the Service & maintenance of products previously tendered in Lots 1-9, detailing service levels, maintenance schedules and eligibility requirements, including any available discounts. Bidders are automatically awarded to this Lot if successful in being awarded to one or more Scored Lot on the framework. Bidders may submit any number of service &/ or maintenance plans for consideration as long as these are related to the Framework and awarded scored lots. PLEASE NOTE: This is an Unscored Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements.

Innovation Lot (Unscored)

Innovation Lot (unscored). Suppliers are automatically awarded to this Lot if successful in being awarded to one or more of Scored Lots on the framework. The Innovation Lot allows a supplier to highlight any products for which the framework/Lot definitions are applicable, but are not yet ready for market and thus not able to be included at time of tender, but expected to be ready for market within the lifecycle of this framework. This Lot is intended to help to streamline inclusion on the framework as soon as mandatory conditions are met. Suppliers may include any opportunities to increase value for money to the boards, improve sustainability, encourage innovation and reduce waiting times. PLEASE NOTE: This is an Unscored Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements

Orthopaedic Power tools, Bone cement, Pulse Lavage & Tourniquet Cuffs Combination Lot (Unscored)

We require Orthopaedic Power Tools, Bone Cement & Mixers, Pulse Lavage & Tourniquets for use in acute orthopaedic surgical procedures across NHSS by suitably trained personnel. Bidders are requested to submit bids for combinations of volume commitments of Orthopaedic Power Tools, Bone Cement & Mixers, Pulse Lavage & Tourniquets products, as previously tendered in Lots 1-9, detailing additional discounts in return for combined volume commitments from the Health Boards, or from a collaboration of Health Boards. Bidders are automatically awarded to this Lot if successful in being awarded to one or more Scored Lot on the framework. The commitment and collaboration Lot allows a supplier to make any reasonable offer of a discounted pricing structure to NHS boards, in return for value or volume commitment in sum, in part, or in collaboration with other geographically local boards, for an agreed time period. NHS National Procurement supports any suppliers commitment deals through promoting offers available via internal documents to all NHS boards. Suppliers reserve the right to amend previously agreed offers, if the board-committed value or volumes over agreed time fall short. Bidders may submit any number of combinations up to 100% of all Orthopaedic Power Tools, Bone Cement & Mixers, Pulse Lavage & Tourniquets Market Share for 1 health board, and/or All of Scotland. (Current spend circa GBP10Mpa) PLEASE NOTE: This is an Unscored Lot.
