Summary of the contracting process

The Chiltern Railway Company Limited is procuring the supply of lubricants for maintenance depots across the Chiltern network. The requirement covers lubricating oils, greases and related lubricants for Chiltern’s Diesel Multiple Unit fleet, including Classes 165 and 168, and its Class 68 locomotives. The supply may include services ancillary to providing the lubricants. This is a goods procurement supporting the railway fleet maintenance programme. The work is relevant to manufacturers, distributors and specialist suppliers of industrial, automotive or rail lubricants that can support depot-based maintenance operations across the network. It may also suit businesses able to provide a broad product range for different rolling-stock types and maintenance applications, rather than suppliers focused on a single lubricant or narrow market segment.

The procurement has reached tender: the buyer invited offers through a selective competitive flexible procedure. The process includes a non-disclosure agreement, invitation to participate with a procurement-specific questionnaire, invitation to tender, best and final offer, preferred bidder and contract award stages. Expressions of interest were due by 28 August 2026 at 13:00, and the award decision was scheduled for 16 November 2026. One lot is valued at £4.8 million excluding VAT, or £5.76 million including VAT. The contract is planned to run from 1 April 2027 to 31 March 2032, with an option to extend to 31 March 2034. Evaluation is based on commercial cost at 30%, technical quality at 25%, legal terms at 15%, and KPIs, health and safety and experience at 10% each.

This opportunity suits suppliers with established capability in lubricants for vehicle, industrial or rail engineering environments, particularly those able to supply oils and greases for multiple locomotive and passenger-train applications. The buyer has marked the lot as suitable for small and medium-sized enterprises, so specialist suppliers and capable growing businesses may be well placed to compete. Bidders should be prepared to demonstrate technical competence, relevant experience, effective health and safety arrangements, and the ability to work to agreed performance indicators. A strong offer will also need clear legal and contractual terms and competitive commercial pricing. Suppliers that can provide dependable product availability, consistent technical support and ancillary services alongside the physical supply are likely to align well with the requirement.
