Summary of the contracting process

The General Medical Council (GMC) is buying an annual employee survey and related employee-listening services. The work covers administering the People Survey, reporting results, analysis and qualitative insight activities. It is intended to provide the GMC with feedback from its workforce, extending beyond the survey itself to associated listening and insight. The service is for delivery in the United Kingdom. This is a services requirement for survey and employee-insight providers, including organisations able to manage survey activity and turn responses into reporting and analysis. The GMC is the buying organisation.

The GMC invited offers through an open competition. The enquiry deadline was 22 October 2026 at 12:00 BST, and the submission deadline was 9 November 2026 at 12:00 GMT. The contract period is 12 January 2027 to 11 January 2031, with two optional 12-month extensions. The estimated value is £166,818 excluding VAT (£200,181.60 including VAT). There is one lot. Bids are assessed on quality (70%), commercial considerations (20%) and social value (10%). Electronic submission is allowed.

The requirement suits suppliers with the capability to deliver recurring employee surveys and associated listening services, including survey administration, reporting, analysis and qualitative insight. Providers able to combine these activities into a service for a public-sector organisation may be well placed to compete. The GMC has marked the opportunity as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so suppliers in those categories are also suited to the competition. The stated scope points to a multi-year service, with the possibility of extensions; bidders should therefore be able to support continuity of survey and insight delivery over the contract period.

Planning Information

We held virtual MS Teams meetings with four suppliers as part of our pre-market engagement for the upcoming People Survey tender. During these meetings, we reviewed our current approach and discussed market conditions, supplier capability and the feasibility of our future service requirements. We explored what services are available in the market, how suppliers are supporting broader employee listening beyond a traditional annual survey, and what considerations we should consider when shaping the specification and commercial model. Key areas reviewed included: • Whether our requirement could be delivered through a wider employee listening model rather than a standalone survey service. • Options for pulse surveys, targeted surveys, always-on feedback, focus groups and other qualitative insight activity. • Reporting and dashboard functionality, including access levels, manager reporting, benchmarking, and narrative insight reports. • Confidentiality, anonymity, suppression rules, and the handling of open-text comments. • Action planning support, including tools to help track progress and close the feedback loop with colleagues. • The use of AI and technology to support thematic analysis, sentiment analysis, and action recommendations, with appropriate human quality assurance. • Contract duration and key cost drivers, including dashboard access, consultancy support, benchmarking, and optional qualitative work. The engagement found that the market can support a broader employee listening and insight service. The findings will be used to refine the specification, pricing schedule, evaluation approach and contract management requirements before the tender is issued.
