Summary of the contracting process

The Common Services Agency, through National Procurement within Public Services Delivery Scotland, is buying patient temperature management and fluid-warming devices and consumables for NHS Scotland participating authorities and Scottish hospices. The requirement covers forced-air and non-forced-air patient-warming blankets, reusable patient-warming products, controlled patient temperature-management equipment, standard-flow and rapid-flow fluid warmers, neonatal and paediatric fluid warmers for patients up to 20 kg, and warming cabinets and shelves. The products are classified as blood and fluid-warming equipment (CPV 33186200). Delivery will mainly be to the National Distribution Site, with possible direct deliveries to individual NHS Scotland health boards. The work therefore suits manufacturers, distributors and specialist medical-device suppliers able to support healthcare customers across Scotland.

The process has reached tender: the buyer invited offers through an open procedure for a framework agreement with up to 40 participants. The estimated value is £7,600,000 over a 48-month contract period, with no renewals. There are eight lots, covering the product areas described above; each is intended to have an unranked multi-supplier award, envisaging five suppliers per lot. The tender deadline is 24 August 2026 at 12:00 BST, when bids will also be opened and evaluation is scheduled to begin. Bids must remain valid for 90 days. Evaluation for each lot is price 50%, clinical evidence 30%, sustainability 10%, and training and support 10%. Variants are not allowed, and electronic catalogues are required where stated.

This opportunity suits suppliers with established patient-warming or fluid-warming product portfolios, supported by robust clinical evidence and the ability to demonstrate product performance in healthcare settings. Competitors should be able to provide training and ongoing support to NHS users, meet sustainability expectations, supply products consistently at national scale, and manage delivery to a central distribution site alongside possible direct health-board deliveries. The framework offers scope for manufacturers, authorised distributors and specialist medical-device businesses across several distinct product categories, including high-flow fluid warming and neonatal or paediatric applications. Participants must agree to support community-benefit provision and development, report relevant activity, and either propose benefits for delivery through the contract or engage with NHS Scotland’s Community Benefits Gateway.
