East Riding of Yorkshire Council is planning a vaping-as-a-quit-aid service to support local smoking cessation programmes. The provider would supply eligible residents referred through the Council’s commissioned Stop Smoking Service with access to approved vaping products and associated support. The expected service scope includes an online voucher platform, access to nicotine replacement vaping products, home delivery arrangements, and training and support for smoking cessation practitioners. This is a health service involving nicotine substitutes, delivered for residents in the East Riding of Yorkshire. The Council is seeking market intelligence on organisations’ capacity and capability to provide the full service, including product supply, digital vouchers, fulfilment and practitioner support. The proposed service is intended to operate independently from the tobacco industry.

The process is at preliminary market engagement and planning stage; it is not an invitation to tender. Organisations interested in future delivery are expected to register their interest by 14 August 2026, after which the Council plans to issue a short market-engagement questionnaire. The Council’s indicative date for a future notice is 11 December 2026. The estimated total value is approximately £75,000 excluding VAT, or £90,000 including VAT. The proposed structure is an initial one-year contract from 20 January 2027 to 19 January 2028, with renewal options allowing service provision until 19 January 2030. The procurement is expected to use the light-touch regime and is planned as one lot.

This will suit suppliers able to combine smoking-cessation support with reliable vaping-product supply and fulfilment. Relevant capability includes operating an online voucher platform, sourcing and distributing approved vaping products, arranging home deliveries, and providing training or ongoing support to practitioners. The Council is particularly interested in organisations that can demonstrate sufficient capacity to serve referred residents and manage the service across its digital and delivery elements. Suppliers will need to be independent from the tobacco industry and able to meet the Council’s minimum insurance requirements. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Organisations with experience in public health, smoking cessation, nicotine-substitute products, health-service delivery or related resident support should prepare evidence of these capabilities for future engagement.

As part of this engagement, the Council wishes to identify organisations that can demonstrate independence from the tobacco industry and are able to meet the Council's minimum insurance requirements. The estimated total contract value is approximately PS75,000 excluding VAT, for a proposed 1+1+1 contract structure. Planning Information

East Riding of Yorkshire Council is seeking expressions of interest from organisations that may be interested in delivering a future Vaping as a Quit Aid contract. Interested organisations should register their interest by emailing planningandprocurement@eastriding.gov.uk by 14 August 2026. Following receipt of an expression of interest, the Council will issue a short market engagement questionnaire to gather information. Participation in this market engagement exercise is entirely voluntary and will not provide any advantage or disadvantage in any future procurement activity. The Council reserves the right not to proceed with any future procurement following this engagement exercise.
