Summary of the contracting process

Lincolnshire Housing Partnership is seeking a housing management, repairs and compliance software solution to modernise its core housing and repairs systems. The requirement covers tenancy, rents, lettings, arrears, income, asset management, compliance, customer relationship and case management, alongside responsive, planned and cyclical repairs, dynamic scheduling, resource optimisation and mobile working for in-house teams and external contractors. Suppliers can bid for a housing management system, a repairs management system with dynamic scheduler, or a combined system. The solution is intended to support an integrated technology and data platform, including links with the housing association’s wider systems and services. Delivery is for Lincolnshire Housing Partnership across Lincolnshire and the East Midlands.

The buyer invited offers through a competitive flexible, selective procedure. It has five stages: a procurement-specific questionnaire, invitation to tender for shortlisted suppliers, presentations, best and final offers, and negotiation with a preferred tenderer if required. The stated expression-of-interest and enquiry deadline was 19 October 2026 at 12 noon. The contract is scheduled to run from 1 April 2027 to 31 March 2032, with two possible 12-month extensions, to a maximum end date of 31 March 2034. The estimated overall value is £3 million excluding VAT (£3.6 million including VAT). Selection includes economic and technical criteria, with technical requirements and pass conditions set out in the procurement questionnaire. Notice Description

Lincolnshire Housing Partnership (LHP) is a greater Lincolnshire based housing association created in April 2018. LHP is a charity regulated as a Community Benefit Society and a not for profit housing provider regulated by the Regulator for Social Housing. LHP's Data and Technology Strategy 2026-2029 sets out LHP's vision to become a digitally confident, data-driven housing association by March 2029, supported by a sequenced three-year roadmap structured around three phases: Foundations (Year 1, 2026/27), Transformation (Year 2, 2027/28), and Innovation (Year 3, 2028/29). The strategy has one overriding objective: to give LHP the technology and data foundations it needs to achieve and sustain a C1 Consumer Standard grading, with a target of March 2027. The most important implication is that LHP needs a modern, integrated housing and repairs platform, supported by a clear integration architecture and a stronger data foundation. Core Systems -- a modern, integrated core housing and repairs platform at the heart of operations, supplemented where necessary by specialist capability that is tightly integrated into the target architecture, replacing our Housing Management System alongside a fit-for-purpose finance system and consolidated service charge platform. Data Foundation -- the Data Warehouse as a single source of truth, with Power BI as the reporting and analytics layer and governance embedded through the Data Stewards. Integration Layer -- an API-first architecture with a strategic integration partner, removing manual re-keying between core systems, with the integration architecture agreed before any new system is procured. Customer & Colleague Experience -- a fully AI-enabled CXone contact centre, an enhanced customer portal integrated with the new HMS, and mobile-first field working tools. Within this roadmap, the HMS/Digital Repairs Options is a priority Year 1 initiative. The decisions taken through this appraisal will shape the future platform architecture, the integration approach, and the sequencing of wider change across the strategy period. This project is associated with the procurement of a solution for a Housing Management System, Repairs Platform and Dynamic Scheduling tool. LHP have produced a Questionnaire to support this Preliminary Market Engagement, any interested parties are invited to request a copy via the Correspondence section of the In-Tend portal. The Questionnaire has been produced following some initial market engagement activities earlier this year, where LHP engaged with providers to understand system capabilities. This previous engagement was conducted in order to gain an internal understanding on what was available on the market and what requirements our internal stakeholders hold. LHP value the feedback obtained via this process and may use this information to amend our procurement approach for this opportunity to ensure this remains an attractive proposition for bidders.
