Horizon Cardiology PACS Upgrade and Associated Maintenance Services
Notice Description
Hywel Dda University Health Board's (HDUHB) Digital Directorate have awarded a contract ) to upgrade their existing Horizon Cardiology Picture Archiving and Communication System (PACS). The requirement is considered essential to ensure continuity of cardiology diagnostic services, maintain clinical safety and support future strategic developments in cardiovascular information management across NHS Wales. The current platform is scheduled to reach end of vendor support in December 2026. Following this date, the system will no longer receive software updates, security patches, technical support or manufacturer assurance which means this upgrade is pivotal to ensure services continue and patient care is not interrupted. The system facilitates the end-to-end cardiology imaging workflow from image acquisition, to reporting, to making results available to clinicians across the Health Board and neighbouring Health Boards ensuring clinicians have timely access to high quality diagnostic information to deliver effective patient treatment. The requirement includes a maintenance/licence contract to facilitate prompt remote support for corrective work or configuration-based support queries for a period of one (1) year.

Procurement Information
The requirement will be procured via the NHS Supply Chain (NHSSC) Digital Diagnostic Solutions Framework Agreement (2025/S 000-043444). Digital Services, Cardiology Services and Procurement reviewed available solutions and confirmed that upgrading the existing Change Healthcare Horizon Cardiology PACS platform represents the most clinically appropriate, least disruptive and most cost-effective solution. The upgrade enables continuity of service, retention of existing patient records and workflows, and alignment with current NHS Wales cardiology imaging arrangements.
