Summary of the contracting process

Transport for London is seeking market input on the future management, operation and maintenance of the secure cycle parking hub at Finsbury Park, on Stroud Green Road opposite Finsbury Park station. The facility opened in 2006 and has 161 secure cycle spaces, including 21 for larger or non-standard cycles, with access controlled by codes. The planned service would cover day-to-day operation, access control, memberships, customer access, the customer website, fee collection and customer enquiries. It would also include routine maintenance and management of parking equipment, repair equipment, lighting, cleaning, inspections, CCTV, fault reporting and rectification. TfL would retain responsibility for the building’s structural elements. The work is a service covering the Finsbury Park facility.

This is at the planning and preliminary market-engagement stage, rather than a formal invitation to tender. TfL expects suppliers to provide market input through a questionnaire, with responses expected by 12:00 on 10 August 2026. The buyer expects a subsequent notice on 7 September 2026. The planned contract period is 10 February 2027 to 9 February 2030. One planned lot is identified, and it is marked as suitable for small and medium-sized enterprises. TfL is considering the future commercial approach and how best to improve usage, maintain customer service quality and accommodate future demand. Market responses will inform TfL’s approach but will not create a procurement commitment or bind the eventual process.

This will suit operators able to run a customer-facing cycle parking facility and combine service management with practical site maintenance. Relevant capability includes operating coded access systems, administering memberships, managing websites and customer accounts, collecting and transferring fees, handling customer enquiries, and maintaining parking, repair, lighting and cleaning equipment. Suppliers should be able to organise inspections, CCTV oversight, fault reporting and rectification, while working within TfL approval arrangements for changes to layout, website, branding, publicity and abandoned-cycle procedures. The requirement is identified as suitable for SMEs, so smaller facilities-management, cycle-parking, transport or membership-service businesses may be well placed to prepare. TfL is particularly seeking views on improving utilisation, customer experience and the facility’s ability to meet future demand.

This would include operating the access control system, managing memberships and customer access, running the customer website, collecting membership fees and transferring them to TfL quarterly, and responding to customer queries promptly. * The supplier would also be responsible for routine maintenance and management of the facility, including the cycle parking equipment, repair equipment, lighting, cleaning, inspections, CCTV, fault reporting and rectification. * TfL would retain responsibility for the structural elements of the facility, including the roof, railings, doors, brickwork and drainage. TfL approval would be required for any changes to the layout, website, abandoned-cycle removal process, branding or publicity. * TfL is currently exploring how best to optimise usage, maintain a high-quality customer experience, and ensure the facility can accommodate future demand. * TfL is also considering the commercial approach to the management of the facility. This exercise does not form part of any formal procurement process. All responses will be carefully considered but will not bind TfL to any approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent.
