Summary of the contracting process

The Forestry Commission is establishing a framework for tree safety services in the South England Forest District. The work covers dangerous-tree maintenance and surveys, programmed and emergency tree safety operations, tree health management and tree safety inspections. Five service areas are included: the New Forest, Ringwood and Wareham; Micheldever, Chiddingfold, South Downs and Solent mainland; the Isle of Wight; district-wide tree health management; and emergency and programmed tree work near railway infrastructure. The requirement includes felling and timber extraction of diseased trees that threaten the public or infrastructure, timber stacking, larger-scale sites, and treatment or removal of arisings. The Forestry Commission is the buying organisation, with delivery across these southern English forest locations and railway-adjacent sites.

The procurement has reached tender: the buyer invited offers through an open procedure for a framework agreement. Bids are due by 25 August 2026 at 11:00, and enquiries close on 14 August 2026 at 16:00. The expected award decision date is 9 October 2026. All five lots run from 1 November 2026 to 31 October 2030. Estimated gross values are £960,000 for the New Forest, Ringwood and Wareham lot; £600,000 for Micheldever, Chiddingfold, South Downs and Solent mainland; £120,000 for the Isle of Wight; £924,000 for district tree health management; and £180,000 for railway tree work. Evaluation for every lot is 40% pricing and 60% quality, covering methodology, resources and contingency, veteran trees and environmentally sensitive areas, and environmental sustainability.

This opportunity suits arboricultural and forestry contractors able to deliver planned and emergency tree safety work across varied operational settings. Relevant capability includes surveying and inspecting trees, managing dangerous or diseased trees, felling and extracting timber, stacking timber, handling arisings, and delivering larger-scale tree health sites. Suppliers bidding for the railway lot need experience and operational capability for tree work close to railway infrastructure. Strong bids will need a clear methodology, dependable resources and contingency arrangements, and an approach to veteran trees, environmentally sensitive areas, environmental management and sustainability. The framework’s five geographic and specialist lots allow businesses to target the areas matching their workforce, equipment and local coverage. The lots are identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.
