Summary of the contracting process

The Royal Borough of Kensington and Chelsea is currently in the tender stage for a new public procurement contract titled "OPENING ADULT LEARNING SERVICE PSEUDO-FRAMEWORK FOR DELIVERY PARTNERS 2023-2028." This tender falls under the education and training services category, focusing specifically on services in Kensington & Chelsea and Hammersmith & Fulham. The procurement process is open, inviting suppliers to participate up until the deadline on 27 August 2026, with a planned award start date on the same day. With a maximum contract value amounting to £220,000, the procurement is structured into two lots, each addressing different scales of service delivery. The contracting authority is keen on establishing a framework agreement without renewal options, which will remain active until 31 July 2028. Interested parties must submit bids electronically via the Delta eSourcing portal, completing a Standard Questionnaire as part of the selection criteria.

This tender presents significant opportunities for both small and medium enterprises (SMEs) and large organisations to expand or establish their presence in the educational services sector within the vibrant London boroughs. Smaller organisations or those with minimal previous experience in delivering adult learning (Lot 1) have the opportunity to secure contracts up to £25,000, thereby gaining valuable experience and establishing foundations for future growth. Conversely, experienced providers (Lot 2) who are familiar with delivering broad educational specifications in alignment with GLA or ESFA standards can competitively bid for larger contracts up to £220,000. This open procurement, with its inclusive call for both innovative grassroots community learning providers and seasoned education deliverers, encourages varied participation, fostering business growth and development in delivering vital educational services to local communities.

Organisations applying through Lot 1 will be supported to meet the required standards of both the GLA and Ofsted. *Lot 2 for contract values above PS25,000 up to PS220,000 for organisations with a proven track record of delivering learning through external funding as a subcontractor or prime contract holder to substantial numbers of learners. The Authority seeks a number of delivery partners to deliver Adult and Family Learning in the borough. Delivery partners will be identified to deliver to the curriculum specification of the Adult Learning Service to support residents to gain confidence, improve their work-related and life skills (fusion skills) and develop their independent learning skills enabling them to proactively move towards their life goals. Pseudo Framework applicants will be required to complete a Standard Questionnaire (SQ). The completed SQ's are evaluated to establish the applicant's general capability to deliver provision of the required standard. The evaluation works on weightings basis. The evaluation reviews aspects of the applicant's financial health and technical provision and, based on this evaluation, the applicant is either accepted onto the Pseudo Framework, or rejected and provided with feedback in order to enable them to re-apply next time should they wish to do so. By submitting a bid (i.e. completing the Standard Questionnaire) organisations are agreeing to the terms and conditions of the Pseudo Framework that are published with the tender (the terms and conditions will be included in the contract once provision is approved).
