Notice Description
Blackpool Council ('the Council') intends to undertake preliminary market engagement ('PME') to consult suppliers in relation to a development opportunity known as Central Housing Regeneration Area project, Blackpool. The Council has been awarded Homes England Grant Funding to deliver a transformational, housing-led regeneration scheme and will be seeking to appoint a Development Partner who will support the Council in developing and delivering the detailed scheme proposals. The Council vision is to create a high quality residential-led neighbourhood in this priority location that will have the desired transformative impact and kickstart the regeneration of Blackpool Central. The Council's objectives for PME are to help: * Develop its requirements; * Alert the market of the upcoming opportunity and provide an indication of the likely role and responsibilities of the Development Partner(s); * Develop its approach to the procurement and the tender documents; * Identify suppliers that may be able to deliver the scheme and understand capacity in the market; * Gauge the level of market interest; and * Elicit feedback on the Council's key objectives, the proposed specification, delivery structure, procurement process and programme to assist the Council in refining its approach to each aspect. A PME Brief and PME Questionnaire have been produced which include further background to the development opportunity including proposed Project Objectives to ensure that the vision and aspirations for the site are achieved as well as high level Development Partner responsibilities. The Council reserves the right to amend any of the information contained within any of the PME documents prior to commencement of the procurement process and publication of the Tender Notice.
Planning Information
This PME exercise is being carried out pursuant to Section 16 of the Procurement Act 2023. Please see 'Description' above for the Council's objectives in relation to this PME exercise. A PME Brief document containing key project information and Project Objectives is provided on the procurement portal - available free of charge at - https://procontract.due-north.com ('Procurement Portal'). A PME Questionnaire which interested parties are invited to respond to by the published deadline of 11 September at 1pm is also available on the Procurement Portal. The final date for clarifications to be raised by interested parties is 1pm on 8 September 2026. The Council will also be hosting a Market Briefing Session for interested parties, where the Council will present the development opportunity and the PME exercise. The event will be held on Friday 4th September commencing at 11am. Organisations interested in attending the Market Briefing Session should confirm their attendance via the messaging function in the Procurement Portal, where location information will be confirmed. Due to venue restrictions organisations attendance will be limited to a maximum of two (2) attendees per each organisation. Parties not able to attend will, on request, be able to access a recording of the event following it taking place. Please see the General Conditions set out in the PME Brief on the Procurement Portal which apply to this PME.
