Summary of the contracting process

The London Borough of Croydon is planning services for its Best Start in Life Family Hubs Programme across Croydon. The work is intended to improve outcomes for children, young people and families by helping parents feel confident, supporting positive mental and emotional wellbeing, building strong and healthy relationships, and improving access to joined-up services that give children the best possible start in life. Providers are expected to work in partnership with Croydon Family Hubs, Croydon Health Services NHS Trust and wider stakeholders. This is a health and social care support requirement, including health training and wider health services. The planned service is covered by one lot and falls within the light-touch regime.

This process is at the planning stage and is a second market engagement exercise, not a call for competition. The council intends to use an online market engagement event to explain its proposed vision and outcomes and to gather questions and initial provider feedback. The event is scheduled for Microsoft Teams on 18 August 2026, from 2pm to 4pm; organisations wishing to attend are asked to register their interest through the correspondence area with their chosen subject area, organisation name, delegate names and job titles, and delegate email addresses. The council expects the resulting service period to run from 1 January 2027 to 31 March 2029. The procurement is planned as one lot, with no tender invitation at this stage.

This engagement will suit providers of family, child, youth, health, wellbeing and social care services, particularly organisations able to combine practical parenting support with emotional and mental wellbeing work. It may also suit health training providers and community organisations that can improve access to coordinated support around families and children. The council is specifically seeking providers able to work collaboratively with Family Hubs, an NHS trust and other stakeholders, rather than operating as a standalone service. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable participants. Businesses can use the engagement to understand the intended outcomes, explain relevant delivery models and demonstrate experience of timely, high-quality and cost-effective partnership working before the procurement reaches the market.
