Summary of the contracting process

Leeds Trinity University is procuring in-region representative support services for international student recruitment. The work will support the University’s recruitment activity through representatives based in or serving specified global markets, combining student recruitment, marketing, market access and higher education-related services. The requirement is divided into three regional areas: Nigeria and West Africa; India, Nepal and Pakistan; and China, Southeast Asia, the Middle East and Central Asia. Additional territories may be added to these regions later. This is a services opportunity for international student recruitment agencies, education advisers, market-entry specialists and organisations with established recruitment networks in one or more of the specified territories.

The process has reached tender: Leeds Trinity University invited offers through an open procedure to establish a closed framework agreement with one or more suppliers, without reopening competition for future awards. Each lot is intended to run from 28 September 2026 to 27 September 2030. Evaluation is entirely quality-based, led by methodology and delivery plan, staffing, track record, UKVI compliance and risk management, regional networks, reporting, resilience and value for money.

They should also be able to operate clear key performance indicator, service-level and reporting arrangements, and present a commercial model that demonstrates value for money. The opportunity is particularly relevant to organisations with established recruitment relationships in Nigeria and West Africa, South Asia, China, Southeast Asia, the Middle East or Central Asia, whether bidding for one regional area or more than one.
