Summary of the contracting process

Nottingham Community Housing Association Limited plans to procure an integrated human resources and people-management system, including implementation and associated services. The system is intended to manage processes across the employee lifecycle, from recruitment through to retirement, and to bring together standard HR, recruitment and payroll functions. Required capabilities include employee and manager self-service with reporting, a recruitment portal with applicant tracking, payroll links for salary, sickness absence and overtime, rota and shift-pattern management, and learning management with training records. The work is for use in the United Kingdom. This is a software and associated services requirement, including human resources and time-management software. The buyer is seeking a user-friendly system that uses current technology and gives employees and managers a strong user experience.

The procurement is at planning stage: NCHA has set out its intention to procure, but has not yet invited tenders. It expects to use a staged competitive flexible procedure, with a future tender notice anticipated on 9 November 2026. Expressions of interest are expected by 4 December 2026 at 11:00, followed by a tender submission deadline of 18 December 2026 at 11:00; the award decision is expected by 30 March 2027. The estimated contract value is £1.74 million including VAT, an indicative amount that includes a provisional implementation allowance; actual costs will be established through competition. Implementation is expected to start in April 2027, take no longer than 12 months and deliver a system go-live on 1 April 2028. The initial operational service runs for three years, with possible extensions of two years, a further two years and one year, at NCHA’s discretion and subject to satisfactory performance. The maximum operational term ends 31 March 2036; the expected overall duration including implementation is approximately nine years. NCHA may also buy separately priced optional functionality and services, but is not obliged to do so.

This requirement is suited to suppliers of integrated HR information systems, workforce-management software and implementation services, including smaller businesses. Suppliers should be able to demonstrate a coherent platform, or reliable integrations, across HR administration, recruitment and applicant tracking, payroll interfaces, rostering and learning management. Experience delivering employee and manager self-service, reporting, training records and a smooth user experience will be relevant. The scope calls for digital processing across the full employee lifecycle and links among several operational functions, so bidders are likely to need the capacity to configure, integrate, test and support a business-wide system, as well as manage implementation through to go-live. Suppliers with experience of complex HR and payroll environments and a clear approach to delivering a phased implementation should monitor the planned competition and prepare evidence of relevant products, integrations and delivery capability.
