Summary of the contracting process

Leidos Supply Limited intends to procure the supply of rock salt for the UK Ministry of Defence through Team Leidos, which manages procurement and inventory management of commodity items, including storage and distribution services, on the department’s behalf. The requirement is for rock salt as a goods supply, with delivery across the United Kingdom. The procurement sits within the wider Logistics Commodities and Services transformation arrangements supporting the MOD. TVS Supply Chain Solutions Limited will conduct various parts of the evaluation. The requirement is intended to support continued fulfilment of the MOD’s commodity needs and the delivery of associated logistics services. Suppliers involved in producing, importing, wholesaling, storing or distributing rock salt may therefore find the requirement relevant.

This is a planned procurement: the buyer has announced an intention to procure but has not yet invited tenders. The procedure is expected to be run under the applicable public procurement regulations, with one planned lot. The estimated value is £2,000,000 excluding VAT and £2,400,000 including VAT. The planned contract period is 7 July 2033 to 7 July 2037. Team Leidos expects to issue a Preliminary Market Engagement Notice on 26 February 2029, closer to the tender launch, to support development of the requirement and sourcing strategy. The procurement is marked as planned, and the buyer has indicated that the future requirement will be subject to the relevant advertising action.

The requirement is likely to suit suppliers with established capability in sourcing and supplying rock salt at national scale, together with reliable arrangements for storage, stock control and distribution across the United Kingdom. Businesses with experience supplying government, defence, infrastructure or other organisations with operational continuity requirements may be well placed to prepare. The buyer has identified the requirement as suitable for small and medium-sized enterprises, so specialist suppliers and smaller distributors should consider how they could participate, either directly or through a delivery partnership. Useful preparation would include checking supply resilience, warehousing capacity, transport coverage, seasonal demand planning and the ability to provide consistent product availability. Suppliers should also be ready to contribute constructively when preliminary market engagement begins and help shape the sourcing strategy.
