Summary of the contracting process

NHS Thames Valley Integrated Care Board procured an all-age continuing healthcare case management system. The requirement is for BroadCare, a hosted software-as-a-service application supporting case management through 25 concurrent user licences and 50GB of hosted storage. The service includes business intelligence reporting, NHS Spine integration, standard support and maintenance, security updates, business continuity, backups, disaster recovery and software upgrades. The supplier is responsible for hosting, technical support and security, including multi-factor authentication. The service is accessed remotely and is intended to operate across the United Kingdom, with availability around the clock subject to planned maintenance and standard support during UK business hours. The buyer is based in Oxford.

The procurement is complete and the contract was awarded directly without competition under a below-threshold procedure. CHS Healthcare Software Limited was selected as the supplier. The award covered one lot and was evaluated through the direct-award route rather than a competitive assessment. The contract was signed on 13 February 2026, runs from 1 April 2026 to 31 March 2027, and is active. Its value is £45,204.94 excluding VAT and £52,245.93 including VAT. The arrangement is a one-year software licence agreement for the BroadCare case management solution, with the associated hosted service, support, maintenance and technical provisions included in the awarded requirement.

This procurement demonstrates demand from an NHS integrated care board for a specialist hosted case management platform supporting all-age continuing healthcare. Suppliers would need a proven software-as-a-service product for complex healthcare case management, with secure remote access, concurrent-user licensing and resilient UK-based service delivery. Credibility would also depend on experience of NHS Spine integration, business intelligence reporting, data protection compliance, user administration and information security, including multi-factor authentication. The requirement favours providers able to manage hosting, backups, disaster recovery, business continuity, security updates, maintenance and software upgrades as an integrated service, backed by responsive technical support. An established product and evidence of reliable NHS or comparable public-sector delivery would strengthen a competitor’s position when this type of requirement is next considered.
