The 12-month extension is required to maintain service continuity while the replacement procurement is completed and mobilised. A short-term change of supplier would create disproportionate technical and operational risk because a new supplier would need to complete site familiarisation, asset validation, statutory maintenance handover, CAFM/QFM setup, subcontractor interface management and mobilisation across TRH specialist cleanroom, gas, abatement and critical research systems.
