Summary of the contracting process

The Police and Crime Commissioner for Leicestershire is seeking a service to collect and care for animals taken into police possession, mainly dangerous dogs seized to protect the public. The work covers safe collection and transport, kennelling and associated veterinary support. It may also involve animals other than dogs. Delivery is across Leicestershire and Rutland. This is a specialist animal-handling and kennel service for police operations, rather than a routine boarding service: providers need to take custody of animals safely and care for them while they are in police possession.

The buyer invited offers through a competitive flexible procedure. The process has two stages: a procurement-specific questionnaire, gateway questions, quality and price assessment, followed by supplier site visits for shortlisted bidders. The buyer reserved the right to refine the process and award criteria. Questions were due by 13 November 2026 at 14:00 UTC and offers by 23 November 2026 at 14:00 UTC. The contract is planned to run from 1 May 2027 to 30 April 2030, with two possible extensions of up to 12 months each, to 30 April 2032. The estimated value is £2.5 million excluding VAT (£3 million including VAT). Quality at stage one carries 55%, price 40%, and stage-two quality 5%. There is one lot.

The opportunity suits specialist kennelling and animal-care providers able to respond to police requirements for safe animal collection, transport and custody, with veterinary support as part of the service. Suppliers should be equipped to handle dangerous dogs and care for seized animals in a way that protects public safety and animal welfare. The two-stage evaluation includes a supplier site visit, so bidders should be ready to demonstrate their facilities and operational arrangements in person. The requirement is identified as suitable for small and medium-sized businesses and voluntary, community and social enterprises, making it accessible to providers of different organisational types. It is a substantial, multi-year service, suited to suppliers with the staffing and facilities to provide reliable custody and care across the delivery area.
