Summary of the contracting process

Harris Federation is seeking general and specialist recruitment services for its existing and future academies. The requirement covers permanent, fixed-term and temporary staffing across education, operational and professional roles. Twelve areas are included: education leadership; classroom teaching; short-term supply teaching; classroom support and pastoral roles; administration and operations; digital, data and technology; corporate functions; finance and audit; human resources; estates; executive search; and managed services for off-payroll contingent workers and nominated workers. Services will support academies throughout the Federation, with the framework available to UK public sector bodies including schools, academies, multi-academy trusts, colleges and universities. The buyer invited offers through the first reopening of its permanent and contingent recruitment open framework, using an open procedure. It is a framework with direct award and mini-competition call-offs, and successive frameworks are expected annually, with the scheme ending on 1 January 2034. Relevant suppliers may bid for one or more areas, including teachers, supply and cover staff, SEND specialists, teaching assistants, safeguarding and pastoral staff, school support functions, IT and cyber security professionals, finance and audit specialists, HR, estates, corporate roles and senior leaders. Strong bids will need evidence of specification compliance, comparable contract experience and recruitment capability for permanent and contingency requirements. Suppliers should also be able to demonstrate effective quality management systems, equality and diversity practice, and robust compliance and screening arrangements. The framework is stated to be suitable for small and medium-sized enterprises, but successful suppliers must account for direct awards, mini-competitions and the levy on call-offs.

Notice Description

Harris Federation established a permanent and contingent (PerCo) recruitment Open Framework, procured under the Open procedure, to secure the provision of general and specialist recruitment services by preferred suppliers that support the staffing requirements of all existing, and future, academies within the Federation. This is the first re-opening of the framework. This framework consists of 12 Lots. The call off options for the Client will be direct award, and mini competition. It is the Client's intention that call offs will take place via a specified platform. Suppliers that are appointed to the framework will be required to pay a Framework Levy in respect of the successful award of each call off contract under the Framework. The total Framework Levy for each call off contract is calculated as a percentage of the total mark-up price of the call off, (prior to any deductions and exclusive of VAT) at a rate of 0.75%. The Framework shall be open for use by the following classifications of Contracting Authority throughout all administrative regions of the UK: UK public sector bodies which include schools, academies, multi academy trusts, RBCs, DfE school buying hubs, colleges, universities.
