Summary of the contracting process

Herefordshire Council intends to commission a Housing Market Area Needs Assessment for Herefordshire. This would be a formal housing study examining the type, quantity and cost of housing required in the area. The findings are intended to provide evidence for local plans, housing policies, community growth, and decisions about social, affordable and specialist housing. The work falls within research consultancy, survey, feasibility study and social research services. It is a services requirement, with delivery in Herefordshire. The assessment is aimed at supporting the Council’s review of local housing demand and creating an evidence base for development frameworks, core planning strategies and negotiations on future housing provision.

This procurement is at the planning stage and is currently a request for information rather than an invitation to tender. Herefordshire Council is using preliminary market engagement to understand market interest, supplier capability, indicative costs, mobilisation requirements, delivery options and the flexibility available to meet its expected timescales. The Council expects to finalise the specification and procurement route after this engagement. Responses to the RFI are scheduled to close at 12:00 noon on 11 September 2026. The planned contract period is 12 August to 11 September 2026. One planned lot covers the assessment. The Council has not yet settled the procurement procedure, evaluation approach or contract value.

This will suit research consultancies and social research organisations with experience of housing market assessments, housing demand analysis, surveys, feasibility studies and evidence-led planning. Relevant suppliers are likely to be able to collect, analyse and interpret housing data, assess the type and cost of housing needed, and present findings that can support local planning and housing policy. Capability in social, affordable and specialist housing analysis would be particularly relevant, as would experience producing robust evidence for local authorities, development frameworks or strategic planning. Suppliers should use the market engagement stage to explain their delivery models, mobilisation requirements, flexibility, capability and indicative costs. This is preparation for a future procurement, not a bid opportunity now.

Herefordshire Council is requesting information in relation to a proposed Housing Market Area Needs Assessment (HMANA). The HMANA is a formal study that measures the type, amount, and cost of housing needed in a specific region. Local authorities do them to create reliable data for local plans, support fair housing policies, and guide community growth. Local Housing Authorities are required to review housing demand in the local area to plan for future community needs. The HMANA also helps to build a factual foundation for local development frameworks and core planning strategies and the negotiation of social, affordable and specialist housing. The Council is not inviting tenders at this stage. This RFI is intended to test market interest, supplier capability, indicative costs, mobilisation requirements, how flexible suppliers can be to meet the council's needs within timescales, and the delivery options before the Council finalises its specification and procurement route
