Summary of the contracting process

Cadent Gas Limited is exploring independent assurance services for a methane emissions quantification process covering the most material methane-emission source in its gas distribution network. The work would assess a transition from coefficient-based reporting to a measurement-informed approach using vehicle-based advanced leak detection data. The process has been developed using the Veritas Distribution Source-Level Protocols and is intended to support compliance with Oil and Gas Methane Partnership 2.0 Level 5 requirements for the sources in scope. This is a specialist assurance, quality assessment and audit services requirement, supporting Cadent’s gas distribution operations. The planned contract covers one service area, with delivery relevant to the gas distribution network rather than a specified public site.

This procurement is at the planning and preliminary market-engagement stage. Cadent is seeking information only through a request for information and has not issued an invitation to tender or committed to procure. The expected contract period is 1 April 2027 to 31 March 2028. An engagement milestone is scheduled for 4 September 2026, and suppliers are expected to request the RFI document from Cadent’s tendering team by email. The RFI is intended to inform Cadent about available capability, experience, methodologies and assurance approaches. Suppliers should explain assumptions about the scope and maturity of the process, and the assurance standards they would apply. The procurement is planned as one lot; no procedure, procurement method, budget or estimated contract value is stated.

This engagement will suit organisations that can provide independent assurance over methane-emissions quantification and give an independent opinion on conformity with the Veritas Distribution Source-Level Protocols and OGMP 2.0 requirements. Relevant suppliers are likely to combine assurance, audit, quality assessment and review expertise with knowledge of oil and gas emissions measurement and reporting. Experience with vehicle-based advanced leak detection data, measurement-informed methodologies and gas distribution networks would be particularly relevant. Cadent is looking to understand the capability and maturity of available approaches, the methodologies used, and how assurance would be performed against applicable requirements. Firms should be able to set out their assumptions clearly and explain the assurance standards underpinning their proposed approach. This stage is for preparation and market input, not bidding.

This RFI aims to understand the capability, experience, methodologies and assurance approach available from organisations capable of providing an independent opinion on conformance with Veritas and OGMP 2.0 requirements. Suppliers should clearly state any assumptions regarding scope, maturity of the process, and assurance standards applied.
