Stalking Perpetrator Intervention Service
Notice Description
The Office of the Police and Crime Commissioner (OPCC) for Devon and Cornwall is considering the future commissioning of a specialist Stalking Perpetrator Intervention Service across Devon, Cornwall and the Isles of Scilly. Any future tender, contract award and mobilisation will be subject to the outcome of a Home Office funding bid, confirmation of funding, and completion of the OPCC's internal approval and governance processes. The OPCC is undertaking this Market Engagement Exercise / Expression of Interest to gather supplier feedback before any potential competitive procurement exercise. The OPCC is particularly interested in whether the market can offer an integrated model covering perpetrator intervention, independent victim advocacy and workforce training. The purpose of this engagement is to: * assess market interest, capability and capacity; * understand stalking-specific intervention models and evidence-informed approaches; * test assumptions regarding referral routes, eligibility, scale, mobilisation and workforce requirements; * understand supplier approaches to victim safety, safeguarding, risk assessment and escalation; * test whether the preferred integrated single-provider model is deliverable; * identify where partnership or subcontracting arrangements may strengthen delivery; * obtain high-level indicative cost information and commercial assumptions; * support development of any final service specification, KPIs, pricing schedule, evaluation requirements and contract terms. Suppliers are invited to review this document and provide feedback using the questionnaire within the In-Tend E-Tendering Portal. Please go to: https://sell2.in-tend.co.uk/blpd/publictenders to express interest in this market engagement . Suppliers do not have to answer every question; however, targeted responses will help the Authority refine the specification and procurement approach. The Authority may hold follow-up clarification sessions or a supplier engagement event if useful and proportionate. Responses should be submitted in writing by 5pm, 10 August 2026 to PCCCommissioning@dc-pcc.gov.uk. Respondents may respond as a single organisation, proposed partnership, consortium or lead-provider/subcontractor arrangement.
