Summary of the contracting process

West Northamptonshire Council is commissioning non-school alternative provision through an education and training services framework. The scope covers suitable education or training for children and young people, including alternative education, off-site provision supporting inclusion, re-engagement with learning, SEND tuition, curriculum tuition, online tuition, social, emotional and mental health support, post-16 provision for young people aged 16 to 25 with an education, health and care plan, vocational provision for those aged 14 and over, and services supporting re-engagement with education settings. Work is for schools and will be delivered for children and young people within the West Northamptonshire area. Suppliers may bid for up to five of the seven service areas.

The process reached tender: the council invited offers through an accelerated open procedure for a light-touch service contract. Tenders had to be submitted electronically through the council’s In-Tend portal by 28 August 2026 at 12:00. The planned award decision date was 26 November 2026 at 23:59. The framework is expected to run from 4 January 2027 to 3 January 2030, with extensions of up to two 12-month periods, potentially ending on 3 January 2032. Its estimated value is £40,000,000 excluding VAT and £47,999,999 including VAT. Lot values excluding VAT are £5.2m, £4m, £2m and £7.2m for SEND, curriculum, online and SEMH services respectively, and £7.2m each for post-16, vocational and re-engagement services. Framework establishment is evaluated on 100% quality. Later call-offs may use direct award or mini-competition, with price and quality criteria where applicable.

Providers should be able to match individual needs to suitable curricula and qualifications, respond to geographical and urgent requirements, and support parental or young-person choice and continuity of provision. The framework permits direct awards and mini-competitions for later requirements, including selection based on price, quality and potentially social value. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants.
