Summary of the contracting process

The Centre for Process Innovation Limited (CPI), based at the Wilton Centre in Redcar, is procuring synthetic DNA for laboratory and process-innovation work. The requirement covers two supply areas: GMP or high-quality synthetic DNA manufactured through a synthetic, non-cell-based process; and research-grade synthetic DNA with a technical specification comparable to GMP. Research-grade material must be demonstrably suitable for RNA production by in-vitro transcription and for transient transfection. Suppliers may offer products for either or both areas. The goods are classified as laboratory and chemical reagents, with associated polymerase chain reaction equipment classification. Delivery is required in the United Kingdom, with the procurement associated with CPI’s North East England operations.

The procurement has reached tender: CPI invited offers through an open procedure. It will establish a closed multi-supplier framework with up to three participants, using direct awards in ranked order and mini-competitions where required. Questions must be submitted by 12 noon on 31 August 2026, and bids by 12 noon on 7 September 2026. The award decision is due by 5 October 2026. Each lot is planned to run from 5 October 2026 to 4 October 2029, with one discretionary 12-month extension option to 4 October 2030. The estimated value is £4.5 million excluding VAT, or £5.4 million including VAT. Evaluation is 70% quality and 30% price.

This opportunity suits manufacturers and specialist suppliers of synthetic DNA able to evidence robust quality systems and production capability. Lot 1 requires GMP or high-quality DNA, so suppliers should be able to manufacture consistently to the relevant GMP or HQ standards and support the required product assurance. Lot 2 suits research-grade DNA providers whose material can meet a technical specification comparable to GMP and perform reliably in RNA production by in-vitro transcription and transient transfection. Suppliers must be able to maintain agreed pricing throughout the framework or participate in later mini-competitions. Delivery capacity and dependable timescales are important because CPI will approach suppliers in ranked order and move to the next supplier if requirements cannot be met.

Lot 1 - GMP/High-Quality (HQ) grade Synthetic DNA

CPI require the supply of DNA manufactured according to GMP/HQ, in a synthetic (non-cell) based process. If both GMP and HQ grade are available

Renewal: 1 additional 12 months period extension options at the discretion of the Authority.

Lot 2 - Research grade synthetic DNA

CPI require the supply of synthetic DNA at research grade and at a technical specification comparable to GMP. Research grade DNA must be demonstrably suitable for RNA production by IVT and for transient transfection.

Renewal: 1 additional 12 months period extension options at the discretion of the Authority.
