Summary of the contracting process

East Ayrshire Council is procuring an External Training and Workforce Skills Framework for delivery in Kilmarnock and the wider East Ayrshire area. The framework is divided into two lots. Lot 1 covers external training supporting East Ayrshire Works and the Workforce and Future Skills team, including specialist, vocational, industrial and technical, programme, safety, computer, environmental, health and first-aid, and personal development training. Lot 2 covers workforce skills, with a focus on specialist, vocational, industrial and technical training. The requirement is for training providers able to meet the needs of both council services and the local workforce. The framework operates under the Light Touch Regime and is designed to accept new providers periodically.

The process has reached tender: East Ayrshire Council invited offers through an open procedure to reopen an existing framework to new entrants. The framework began on 1 April 2024 for four years, and successful new entrants will join for its remaining duration, estimated at approximately 18 months from the award date. Each lot has a stated contract period of 540 days. Offers must be submitted electronically in English by 7 September 2026 at 12:00. The framework is intended to be open to new entrants once per year. Existing providers notified of awards in March or June 2024, or November 2025, do not need to reapply. The procurement uses a framework agreement.

This opportunity suits established training organisations and specialist providers able to deliver a broad range of workforce development services in East Ayrshire. Relevant capability includes vocational, industrial and technical training, structured training programmes, safety training, computer training, environmental training, first-aid and health training, and personal development support. Providers may be well placed to compete if they can serve either the external training requirement, the workforce skills requirement, or both, and can adapt delivery to the needs of East Ayrshire Works and the Workforce and Future Skills team. The framework's periodic reopening creates an entry route for new providers, while organisations already appointed to it do not need to submit another application.
