Summary of the contracting process

Jobs and Business Glasgow is procuring insurance services to protect its assets and activities, including those of any subsidiary companies. The process reached tender: Jobs and Business Glasgow invited written offers through a selective competitive procedure with negotiation. The submission deadline was 3 September 2026 at 12:00 noon, and the second-stage invitation was scheduled for 4 September 2026. Each of the five lots covers a contract from 1 October 2026 to 30 September 2027, with an option to extend by up to two years on a one-year plus one-year basis. Quality accounts for 40% of the evaluation and price for 60%. Bidders cannot submit variants. At least three candidates are required for the second stage, although the authority reserves the right to award on initial bids without further negotiation. The contracts are expected to recur approximately three to four months before the end of the contract, including any extension.

Lots 1, 2, 3 and 5 suit insurers regulated by the Financial Conduct Authority to underwrite insurance business in the UK. Those insurers must have, or commit to obtaining, employer’s liability cover of £5 million, public liability cover of £10 million and professional indemnity cover of £5 million. They must also hold a credit rating of at least A− from Standard & Poor’s or an equivalent rating. Lot 4 suits suppliers that are UKAS accredited to provide the relevant engineering inspection services. Suppliers must provide staff names and qualifications, and insurers must enter a tripartite relationship with Jobs and Business Glasgow and its insurance broker. This opportunity is therefore aimed at regulated, financially strong insurance providers and accredited inspection specialists with suitable operational capacity.
