Summary of the contracting process

Respect Collaboration Trust is procuring alternative education provision using digital and immersive technology for children of compulsory school age who are suspended, excluded or otherwise unable to receive suitable education at school. The service will support the Trust’s statutory duty to arrange appropriate education otherwise than at school, with provision delivered in Derby. Suppliers are expected to provide tailored educational placements, including course delivery, staffing, attendance management, progress tracking, behavioural and safeguarding management, quality assurance and compliance. The opportunity is for education and training services and is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Placements will be purchased according to individual pupil requirements and provider capacity, with some regular core places possible.

The procurement has reached tender: the Trust invited offers through an open procedure under the light-touch regime. Evaluation is based on 70% quality and 30% price, with minimum scores required for the service offer, staffing qualifications and experience, and policies. This opportunity suits established alternative education, specialist education, training and technology-enabled learning providers able to work with vulnerable pupils and meet safeguarding, curriculum and special educational needs requirements. Strong bids will need qualified and experienced staff, reliable attendance and progress monitoring, effective behavioural management, clear safeguarding arrangements, compliant policies and robust quality assurance. Providers should demonstrate operational capacity for demand placed on an ad hoc basis, with dependable staffing, supervision, systems and transport or logistics where required. Participation requires public liability insurance of at least £5 million, employers’ liability insurance of at least £5 million where applicable, suitable motor cover for vehicles or drivers transporting pupils, cyber liability cover of £250,000 to £1 million depending on company size, and abuse or sexual misconduct liability cover. Bidders must provide up to two relevant contracts from the previous three years, with evidence that named contacts can verify them.

Notice Description

The Trust (RCT) has a statutory duty to make arrangements for the provision of appropriate education otherwise than at school, for children of compulsory school age who, by reason of suspension or exclusion from school or otherwise, will not receive a suitable education without these arrangements. The Trust are looking to run tender processes to procure suitably experienced and qualified providers to deliver their programme of Alternative Provision. Individual Tenders will be run for each type of AP Provision needed. The estimated contract value would be for all AP Provision for one academic year. As a Contract under the Light Touch Regime the contracts could be extended each year if the provision continues to be needed. Top 3 highest scoring bidders awarded a contract.

Options: The scope of this agreement is not restricted by pupil numbers. It is anticipated that places will be purchased on an ad hoc basis, dependant on the pupil's requirements and capacity of the best value provider. However, it will be possible, in some areas, for core places to be arranged on a regular basis.
