Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned optician services for the Rotherham population through its Optometry Local Enhanced Services programme. The requirement is to deliver locally enhanced primary-care optometry services alongside existing General Ophthalmic Services (GOS), rather than as a standalone service. Delivery is in Rotherham. The service is intended to enhance the GOS offer for local patients, with providers delivering activity in line with the relevant NHS requirements and nationally mandated payment arrangements. The selected provider is Specsavers Optical Superstores Limited, a large optometry business operating from Rotherham. The procurement relates to services rather than goods or construction, and is classified under CPV 85160000, optician services.

The procurement is complete and the contract was awarded to Specsavers Optical Superstores Limited on 25 June 2026. A contract is recorded as active and signed on that date, with a recorded value of £1. The service period runs from 1 April 2026 to 31 March 2027. The award followed a limited, direct-award procedure without prior publication of a call for competition, under the Health Care Services (Provider Selection Regime) Regulations 2023; the Public Contracts Regulations 2015 do not apply. The published award basis was price. The contract value is otherwise linked to patient activity and relevant unit prices, rather than a fixed amount. One bid was recorded. The lot is marked cancelled despite the active award and contract records.

This award indicates demand for locally enhanced optometry services integrated with NHS General Ophthalmic Services in Rotherham. A credible future competitor would need to hold a General Ophthalmic Services contract and be able to deliver the enhanced services alongside it, because the two services are interdependent and the enhanced service is not intended to operate alone. Relevant capability includes qualified optometry staff, the operational capacity to handle patient activity, and systems for delivering and recording activity in line with NHS specifications and nationally mandated payment arrangements. Experience of NHS primary-care or locally commissioned optometry services would strengthen a supplier’s position. The route used favoured an existing provider group and a direct award, so established NHS service relationships and demonstrable compliance would be important.

Lot Information

Lot 1

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (Optometrists) is because they are required to hold a General Ophthalmic Services (GOS) contract and deliver the LCS alongside these services; the LCS is designed to enhance the (GOS) contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every Optometrist delivers every LCS.

The contract has been awarded following the direst award process B.
