Summary of the contracting process

Leicester City Council is preparing to procure debt resolution services for activity in Leicester. The requirement is described as a debt resolution service and is classified as collection agency services. The council is seeking supplier input to help define the future service specification, understand the market and decide how the procurement should be run. Suppliers are also invited to explain their pricing models, including different possible charging options. The service is expected to support the council’s debt recovery and resolution needs. It is a single service requirement rather than a set of separately described work packages, and the council is the public-sector organisation that will buy the service.

This procurement is at the planning stage and the current exercise is pre-market engagement, not a call for competition or a tender. The council expects to determine the procurement approach and final estimated value after considering supplier responses. The indicative total value is £1,000,000 excluding VAT, or £1,200,000 including VAT. The planned contract period is 1 April 2027 to 31 March 2028, with a possible extension to 31 March 2029. The council expects a subsequent notice around 8 January 2027. Responses to the engagement exercise are requested by 12 noon on 2 September 2026. The service is marked as suitable for SMEs and is above the relevant threshold.

This early engagement will suit established debt resolution and collection agency providers that can explain how they recover and resolve debts for a public-sector client. Relevant suppliers are likely to have operational capability in debt collection, case management, customer contact, payment negotiation and resolution of outstanding liabilities, together with the capacity to deliver across the council’s requirement in Leicester. Businesses should be prepared to describe service models, performance approaches, implementation considerations and pricing structures, as these will help shape the future specification. The council has specifically indicated that it is considering different pricing options. SMEs are identified as suitable, so smaller specialist providers may be well placed to contribute, either independently or with delivery partners, when the later procurement reaches the market.
