Summary of the contracting process

Lymington and Pennington Town Council intends to procure construction works to repair the Tennis Pavilion’s balcony and roof. The scope covers temporary scaffolding and weather protection, removal and replacement of UPVC windows, doors, triangular windows, fascia and trims, and raising the roof upstand to improve waterproofing. It also includes lead trays, soakers, flashings, internal joinery and plaster repairs. The balcony roof works involve removing the existing felt roof to the deck or joists, correcting falls, enlarging drainage outlets, installing a back gutter, redecking and applying either a single-ply membrane or traditional felt covering. Deck tiles will provide a suitable pedestrian surface. The work is intended for the Tennis Club site in the Lymington area.

This procurement is at the planning stage: the council has stated an intention to procure and has not yet invited tenders. It expects to use one lot for the works, with an indicative contract period from 1 September to 30 September 2026. The estimated value is £40,000 excluding VAT and £48,000 including VAT. The council has scheduled preliminary market engagement, with the engagement milestone due by 31 August 2026. The procurement is classified as construction work and the planned lot is marked as suitable for small and medium-sized enterprises. The published planning information sets out the proposed repair scope and an intention to consult the market before the contracting process advances.

The work will suit a qualified building or roofing contractor able to manage a compact, multi-trade refurbishment project. Relevant capability includes flat-roof renewal, drainage and falls correction, single-ply or felt roof installation, leadwork, waterproof detailing and fitting UPVC windows and doors. Suppliers should also be able to provide or manage scaffolding and temporary roof protection, replace fascia and trims, and complete associated joinery and plastering. Experience working on roofs or balconies used by pedestrians will be particularly relevant because the finished surface must support pedestrian use. The project may suit an SME with the capacity to coordinate roofing, glazing, carpentry, plastering and safe site operations through its own team or established subcontractors.
