Summary of the contracting process

Yorkshire Water Services Limited is reviewing a future Infrastructure Works programme covering a broad range of water and wastewater infrastructure activities across the Yorkshire Water network. The work may include strategic infrastructure projects and customer-focused distribution and network activities, such as water and sewage pipeline construction, water-main refurbishment, pumping stations, sewerage and drainage works, rainwater basins, water-treatment plants, plant repair and maintenance, electrical installation, engineering design, water meters and associated sewerage equipment. The main requirement is construction and infrastructure works, with related engineering and other services. The programme is intended to support Yorkshire Water’s infrastructure needs during AMP9 and AMP10 and may involve delivery models and arrangements across multiple work areas.

This procurement is at the planning and early market engagement stage; it is not a call for competition or a commitment to award contracts. Yorkshire Water expects to use a framework agreement under the utilities regime, with the future delivery and lotting model still being shaped through supplier engagement. The planned contract period is 1 April 2028 to 31 March 2038. The estimated total value is £3 billion, with anticipated programme expenditure of approximately £330 million per year. Yorkshire Water asked suppliers to provide market feedback through a survey, with responses expected by 12 August 2026. The engagement is intended to inform future procurement strategy, supplier capacity and capability assessment, commercial and incentive arrangements, innovation, collaboration and potential efficiencies.

The engagement will suit contractors, engineering firms, infrastructure specialists, utilities suppliers and supply-chain organisations with relevant water, wastewater or civil engineering experience. Particularly relevant capabilities include pipeline construction and refurbishment, sewerage, drainage, pumping stations, water treatment, underground works, electrical installation, plant maintenance, metering and engineering design. Suppliers with capacity for substantial infrastructure programmes, as well as firms able to deliver customer-focused network activities, should consider preparing for future discussions. Yorkshire Water is seeking evidence of supplier capability, areas of expertise, capacity and appetite to work with it, alongside views on delivery and lotting models, commercial and incentive arrangements, innovation, collaboration and efficiency. The scale and long-term nature may suit businesses able to support major, multi-workstream utility programmes.

The intended programme will run during AMP9 and AMP10 with an estimated annual spend of approximately PS330 million. Suppliers with relevant experience and capability are invited to express interest and participate in early market discussions.
