Summary of the contracting process

NHS Surrey and Sussex Integrated Care Board commissioned a specialist mental health advisory service from Epsom and Ewell Citizens Advice Bureau. The service supports people admitted to hospital and people living in the community with severe or enduring mental health problems, including those under secondary mental health care who cannot be supported by generic Citizens Advice services. Advisers provide information, advice and representation, including early help with debt, housing and benefits issues affecting mental and physical health. The service is delivered across Surrey Downs and East Surrey, with outreach also covering Epsom and Ewell, Reigate and Banstead, Mole Valley and Tandridge. It is a healthcare-related advice and rehabilitation service, delivered through collaboration with NHS, council and voluntary-sector organisations.

This procurement has reached completion through a Provider Selection Regime Direct Award C procedure, without a prior competition. The contract was awarded to Epsom and Ewell Citizens Advice Bureau, an SME, and signed on 31 March 2026. The contract runs from 1 April 2026 to 31 March 2028 and has a value of £82,000, stated as £41,000 per year. The published evaluation emphasised the existing provider’s ability to meet the requirement, with the lot’s criteria assigning 100% to quality and 0% to cost. The wider assessment weighted quality and innovation at 30%, integration and sustainability at 20%, access and health inequalities at 20%, value at 20% and social value at 10%. One bid was recorded.

This outcome indicates demand for specialist advice integrated with secondary mental health services, covering both inpatient and community settings. A credible future competitor would need experience supporting people with severe and enduring mental health conditions, including crisis or imminent-crisis situations, and the ability to provide advice and representation on debt, housing and welfare benefits. Strong partnership working with NHS services, councils, food banks and voluntary organisations would be important, as would evidence of reaching underserved and multiply disadvantaged communities. Relevant strengths include inclusive outreach, use of data to identify access gaps, early intervention, and measurable effects on health inequalities and financial resilience. A cost-effective operating model using trained volunteers, additional funding, local skills development and social value would also align with the buyer’s assessment approach.
