Summary of the contracting process

The Mining Remediation Authority is planning a replacement Ground Investigation Framework for work across England, Scotland and Wales. It is expected to cover site investigations, drilling, sampling, monitoring installations, testing, and associated geotechnical and geoenvironmental reporting. This is a works-led requirement with related engineering, technical testing, analysis and consultancy services. The framework is intended to support ground investigation activity at sites across Great Britain, so relevant suppliers need to be able to operate nationally or in the areas they can serve. The buying organisation is a central government public authority responsible for mining remediation. The scope may suit ground investigation contractors, drilling and boring specialists, geotechnical and geoenvironmental consultancies, testing laboratories, and firms providing associated specialist services.

This procurement is at the planning stage and is not yet an invitation to tender. The Authority is conducting voluntary preliminary market engagement to inform the future procurement strategy, framework structure, specification and commercial arrangements; responses will not be evaluated or scored and participation will not confer an advantage. A supplier questionnaire is available through the InBye portal, with responses requested by 10:00am on 4 September 2026. The planning record also shows an engagement milestone dated 21 August 2026. The next notice is indicatively expected on 25 January 2027. One framework lot is planned, with an indicative contract period from 1 February 2028 to 31 January 2032. Businesses should use the engagement to explain their capabilities, geographic coverage, delivery model and views on the future framework design.

This Preliminary Market Engagement Notice is published in accordance with the Procurement Act 2023. The Mining Remediation Authority (MRA) is undertaking preliminary market engagement in advance of a future procurement for a replacement Ground Investigation Framework. The framework is expected to support ground investigation works across England, Scotland and Wales, including site investigations, drilling, sampling, monitoring installations, testing and associated geotechnical and geoenvironmental reporting services. MRA is seeking feedback from organisations with relevant experience to help inform the procurement strategy, framework structure and commercial arrangements for the future framework. Participation in this engagement is voluntary and will not provide any supplier with an advantage in any future procurement process.
