Summary of the contracting process

The Secretary of State for Health and Social Care, operating through the UK Health Security Agency, is currently in the planning stage of a procurement process aimed at the provision of immunisations which protect against diphtheria, tetanus, pertussis, polio, Haemophilus influenzae type b (Hib), and hepatitis B, with distribution expected to start in 2028. Located in London, this procurement falls under the industry category of vaccines, classified as goods, and is above the procurement threshold. A pre-market engagement exercise is scheduled, with a deadline for interactions set for 21 September 2026. The agency aims to enhance supply chain resilience, potentially expanding UK manufacturing capabilities through combined procurement of these vaccines.

This procurement presents significant business opportunities, particularly for vaccine manufacturers and suppliers capable of contributing to a robust supply chain and providing cost-effective solutions. Companies with expertise in manufacturing or distributing vaccines with overlapping coverage for these immunisation programmes are well-suited to participate. There is an emphasis on joint procurement activities and onshoring elements of the vaccine supply chain, which is ideal for businesses looking to grow in this specialised industry by expanding their capabilities within the UK and offering innovative solutions to meet public health objectives.

Planning Information

The UK Health Security Agency (UKHSA) is conducting a pre-market engagement exercise for the UK National Immunisation Programmes. Insights gained will help shape future procurement strategy and advance UKHSA's objectives to respond to health threats, strengthen partnerships, and enhance supply chain resilience. The purpose of this market engagement is to: - Share future procurement proposals: 1. Combine vaccine procurements where possible to achieve improved value for money for the UK taxpayer 2. Enhance supply chain resilience, through potential opportunities for UK manufacturing, creating or expanding upon current capabilities by onshoring elements of the vaccine supply chain. - Understand supplier’s perspective of the opportunities available and challenges which may arise in pursuit of the above proposals. The context of the proposal is a potential joint procurement activity for immunisations which protect against, diphtheria, tetanus, pertussis, polio, Haemophilus influenzae type b (Hib) and hepatitis B programmes. These programmes are being explored together as there are multiple products available with overlapping coverage and use in different age groups. UKHSA welcomes insight from a broad range of vaccine manufacturers, regardless of the direct relevance of their product portfolio to inform our broader planning objectives of combined procurement structures and supply chain resilience through onshoring. If you are interested in participating in this activity, please register your interest via the Atamis eTendering system, access here https://atamis-1928.my.site.com/s/Welcome and select ‘Accepted’. 1:1 meetings with interested suppliers shall be scheduled for Mid August 2026, and UKHSA shall share some questions for discussion ahead of the meeting to enable productive discussions.
