Summary of the contracting process

The UK Health Security Agency, acting for the Secretary of State for Health and Social Care, is planning to procure vaccines for the UK National Immunisation Programmes. The requirement covers immunisations protecting against diphtheria, tetanus, pertussis, polio, Haemophilus influenzae type b (Hib) and hepatitis B. This is a goods procurement for vaccine supply across the United Kingdom, with the programmes being considered together because different products offer overlapping coverage and are used across different age groups. The future procurement is expected to be divided into lots. The engagement milestone is scheduled to close on 21 September 2026, and the next notice is expected on 5 March 2027. Supply is planned to begin on 1 July 2028. The initial contract period is expected to run to 30 June 2031, with options potentially extending it to 30 June 2033. The contract length and procurement arrangements remain under review.

This will suit vaccine manufacturers and other organisations able to contribute credible evidence on immunisation products, production capacity, regulatory compliance and dependable national supply. UKHSA expressly welcomes views from a broad range of vaccine manufacturers, including those whose current product portfolios do not directly cover every programme listed, because the engagement is also intended to inform combined procurement structures and wider resilience planning. Suppliers with existing UK manufacturing capability, or with a realistic plan to establish or expand production and other supply-chain activities in the UK, may be particularly relevant to the onshoring objective. Businesses experienced in supplying public immunisation programmes, managing overlapping product coverage and supporting different age groups should prepare commercial and technical insight for the engagement.

Contract length is still under review but may be required up to a period of 3 years with the option to extend for a period or periods up to an additional 24 months. The opportunity will be split into lots.

Planning Information

The UK Health Security Agency (UKHSA) is conducting a pre-market engagement exercise for the UK National Immunisation Programmes. Insights gained will help shape future procurement strategy and advance UKHSA's objectives to respond to health threats, strengthen partnerships, and enhance supply chain resilience. The purpose of this market engagement is to: - Share future procurement proposals: 1. Combine vaccine procurements where possible to achieve improved value for money for the UK taxpayer 2. Enhance supply chain resilience, through potential opportunities for UK manufacturing, creating or expanding upon current capabilities by onshoring elements of the vaccine supply chain. - Understand supplier’s perspective of the opportunities available and challenges which may arise in pursuit of the above proposals. The context of the proposal is a potential joint procurement activity for immunisations which protect against, diphtheria, tetanus, pertussis, polio, Haemophilus influenzae type b (Hib) and hepatitis B programmes. These programmes are being explored together as there are multiple products available with overlapping coverage and use in different age groups. UKHSA welcomes insight from a broad range of vaccine manufacturers, regardless of the direct relevance of their product portfolio to inform our broader planning objectives of combined procurement structures and supply chain resilience through onshoring.
