Framework Agreement for the Provision of Manikins and Associated Services
Notice Description
The Defence Medical Academy (DMA) delivers a broad portfolio of medical training courses across Defence and requires a responsive, efficient and compliant solution for the provision, sustainment and support of high-fidelity medical simulation manikins. To support the development of this requirement, the Authority invites suppliers of relevant products and services to attend an engagement event at Defence Medical Services (DMS), Whittington during the week commencing 21 September 2026. Exact dates and attendance arrangements will be confirmed during the week commencing 17 August 2026. The event will provide suppliers with an opportunity to present their products, capabilities and associated support services to an audience of Defence medical professionals comprising both military and civilian personnel. The purpose of this market engagement activity is to: * Improve the Authority's understanding of products and solutions currently available within the market. * Explore innovative technologies, capabilities and support models available across the industry. * Inform the development of the Authority's future procurement strategy and requirements. * Support wider curriculum development and training planning activities. This requirement is driven by a significant increase in student throughput across Defence medical training and the continued expansion of Tactical Combat Casualty Care (TCCC(UK)) training. In parallel, the Authority must increase its ability to deliver multiple training courses concurrently in order to meet current and future operational demand. Existing training assets are insufficient to support the simultaneous delivery of multiple courses whilst maintaining the levels of realism, training quality and Defence Systems Approach to Training (DSAT) compliance required by the Authority. Potential Future Procurement The Authority is exploring the establishment of a multi-supplier Framework Agreement for the provision of high-fidelity medical simulation manikins and associated support services. The requirement is expected to include: * High-fidelity adult trauma simulation manikins capable of replicating realistic battlefield injuries and physiological responses. * Training systems that support advanced clinical interventions and realistic Tactical Combat Casualty Care (TCCC) scenarios. * Maintenance, servicing and repair arrangements. * Software licensing, updates and technical support. * Equipment sustainment packages designed to maximise asset availability, extend equipment life and support uninterrupted training delivery. Strategic Context This initiative will support the continued modernisation of Defence medical education and training in line with the TCCC tiered training construct. By increasing training capacity and capability, the Authority aims to ensure that Defence can meet both current and future demand whilst maintaining the high standards of realism and operational relevance required to prepare personnel for deployed medical environments. Important Note This engagement activity is being conducted solely for market research and requirement development purposes. Participation does not form part of any formal procurement process and does not constitute any commitment by the Authority to procure any goods or services. Equally, suppliers who choose not to participate will not be disadvantaged in any future procurement activity associated with this requirement.
Planning Information
Supplier Engagement Event – Invitation to Attend The Authority invites interested suppliers to attend an engagement event at Defence Medical Services (DMS) Whittington to present and demonstrate their products and associated services. Supplier Eligibility Criteria Suppliers wishing to participate in this engagement activity should be able to demonstrate that they are actively involved in the provision of high-fidelity medical simulation equipment and/or associated support services relevant to the anticipated requirement. Supplier eligibility criteria: - Supply, manufacture, distribute, maintain or support high-fidelity medical simulation manikins and associated training technologies. - Be capable of demonstrating products, services or solutions relevant to Defence medical education and training requirements. - Be able to provide information regarding the functionality, support arrangements and through-life management of their proposed solutions. - Have the necessary authority to discuss technical and support aspects of their products and services during engagement sessions. The purpose of this event is to provide the Authority with an opportunity to gain a greater understanding of the solutions currently available within the market. The event will consist of interactive demonstrations and discussions between suppliers and MOD personnel. Event Format • Each participating organisation will be allocated a 90-minute session to introduce, demonstrate and discuss its products and services. • The sessions will be conducted in an interactive format, enabling MOD personnel to engage directly with suppliers, observe demonstrations, and ask questions. • The Authority will provide suitable rooms equipped with standard IT facilities. • Session timings will be allocated once attendance numbers have been confirmed and will be dependent upon the number of participating organisations. Please note that attendance at this engagement event is intended for suppliers with demonstrable capability and experience relevant to the provision of high-fidelity medical simulation manikins and associated support services. The Authority reserves the right to limit or decline attendance where the eligibility criteria are not met or where participation is not considered relevant to the objectives of the engagement activity. Confirmation of Attendance Suppliers wishing to attend should confirm their interest by emailing ana.cotfasa100@mod.gov.uk and providing the following information: • Short introduction of the company and goods/services provided. • Full names of all personnel who will be attending the site. (Maximum of 2 persons per supplier due to space considerations) • Details of any equipment that will be brought onto site, including any presentation materials (e.g. PowerPoint presentations or other supporting media). • Vehicle registration number(s) for any vehicles being used to access the site. Any questions relating to the event should also be directed to the above email address. Site Access Arrangements Following confirmation of attendance, suppliers will be provided with: • An allocated presentation time slot. • Site joining instructions. • Registration requirements. • Escorted access arrangements for entry onto the site. Important Information Please note that attendance at this supplier engagement event is entirely optional. Suppliers who are unable to attend will not be excluded from, or disadvantaged in, any future procurement activity associated with the requirement. Deadline for Registration The deadline for confirming attendance is: 10:00 (UK Time) on Monday 17 August 2026. Requests received after this deadline will not be considered. This is due to the limited availability of both time and space on site, which must be carefully managed to ensure the event can be delivered safely and effectively. Participation in this engagement activity does not constitute any commitment by the Authority to enter into a contract, nor does it form part of any procurement process.
