Care and Support at Home Closed Framework
Notice Description
The Council intends to establish a closed framework for the provision of care and support services at home across 12 neighbourhoods within the Liverpool region. The Council currently supports 2,700 residents across the region, commissioning c35,000 hours per week.
Lot Information
Lead Provider
Bidders appointed to the framework as a Lot 1 provider will be the primary contact for the Authority for the allocation of care packages within their assigned neighbourhoods. Lead Providers will be allocated up to 3 neighbours. Full details are provided in the tender documents.
Options: Utilisation of the framework will be monitored and may result in an increase or decrease of care packages, or the requirement for additional services. The contract values stated in this notice are based on the Authority's current anticipated volume of care packages. This may vary throughout the term as this is a demand lead service which the Authority will need to respond to. The split of volumes across each Lot may vary and be dependant on the ability of Lot 1 providers being able to meet the demand within the neighbourhoods they are allocated. The volumes and values attributed to either Lot are not fixed or guaranteed.
Renewal: The option to extend is for up to 36 months in any number of configurations. Extensions will be used at the sole discretion of the contracting authority. The framework and contracts will be managed, and performance monitored, throughout the term which will support any option to extend. Ongoing requirements and service scope will also be considered.
Secondary ProvidersSecondary Providers will be appointed to the framework and may be requested to provide care packages which the Lot 1 Lead Providers are unable to fulfil. Full details are provided in the tender documents.

(2) a tender document containing quality and social value questions for the service requirements. Submissions will be evaluated in three stages: Firstly, the council will evaluate submissions of the PSQ and compliance with the mandatory requirements and criteria. Secondly, Bidders who pass the PSQ evaluation stage will have their responses to the ITT critical questions evaluated and scored. Finally, Bidders who meet the minimum scoring requirements for the ITT critical questions will have the remaining elements of their tender submission evaluated. "description": "This is a competitive procurement process under the light touch regime to establish a closed framework in accordance with section 45 of the PA2023. Across both Lots on the Framework there are 28 places available. The Authority will determine the number of providers appointed to each Lot. It currently anticipates there being eight places in Lot 1 and twenty places in Lot 2. Where tied scores occur at the final available position for Lot 2, the Authority reserves the right to appoint all tied Bidders, in which case the total number of appointments may exceed 28. In the event a Bidder is successful in both Lots this will equate to them being awarded two of the 28 places on the Framework. Places on the Framework for each Lot, and the allocation of Neighbourhoods for Lot 1, will be awarded to the Bidders achieving the Most Advantageous Tender (MAT) for the corresponding Lot and following the Neighbourhood allocation process set out in the procurement documents. The award methodology for care packages under the framework will be with competition between the Lot 1 Providers allocated to the corresponding neighbourhood, or were they are unable to provide the required services, to all Lot 2 Bidders.
