Summary of the contracting process

Liverpool City Council is procuring regulated care and support services delivered in people’s homes across 12 neighbourhoods in the Liverpool region. The requirement is for a closed framework covering two provider roles. Lead Providers will act as the Council’s primary contact for allocating care packages within assigned neighbourhoods, while Secondary Providers may provide packages that Lead Providers cannot fulfil. The service supports around 2,700 residents across the region and currently involves approximately 35,000 hours of care each week. This is a social care services procurement under the light-touch regime. Providers may bid for one or both roles, but must submit a separate response for each role. Framework use may also include additional services and changing care-package volumes in response to demand.

The tender stage has been reached: the Council invited offers through an open competitive flexible procedure. Questions were due by 28 August 2026 at 12:00, and tender submissions were due by 8 September 2026 at 12:00. The Council expected to complete evaluation by 18 November 2026. The estimated value is £347,672,000 excluding VAT (£417,206,400 including VAT). Lot 1, Lead Provider, is valued at £243,370,400 excluding VAT (£292,044,480 including VAT); Lot 2, Secondary Providers, at £104,301,600 excluding VAT (£125,161,820 including VAT). The framework is expected to run from 15 March 2027 to 14 March 2032, with extensions of up to 36 months, potentially to 14 March 2035. Up to 28 providers may be appointed, anticipated as eight in Lot 1 and 20 in Lot 2. Evaluation is 90% quality and 10% social value. Care packages will be awarded through competition.

This opportunity suits established domiciliary care providers able to deliver regulated home-care services at significant weekly capacity. Lot 1 applicants must evidence experience delivering at least 1,500 hours of regulated domiciliary care each week. Lot 2 applicants must evidence at least 400 hours each week, making the secondary-provider role more accessible to providers with lower operational capacity. Suppliers should be able to manage care packages across Liverpool neighbourhoods, allocate and fulfil demand reliably, and provide evidence against the Council’s pass/fail conditions of participation. The procurement requires a procurement-specific questionnaire followed by scored quality and social-value responses. Providers able to meet the relevant experience threshold, operate regulated home-care services and demonstrate strong service quality and social-value outcomes are best placed to compete. Successful bidders may be appointed to one or both framework roles.

Lot Information

Lead Provider

Bidders appointed to the framework as a Lot 1 provider will be the primary contact for the Authority for the allocation of care packages within their assigned neighbourhoods. Lead Providers will be allocated up to 3 neighbours. Full details are provided in the tender documents.

Options: Utilisation of the framework will be monitored and may result in an increase or decrease of care packages, or the requirement for additional services. The contract values stated in this notice are based on the Authority's current anticipated volume of care packages. This may vary throughout the term as this is a demand lead service which the Authority will need to respond to. The split of volumes across each Lot may vary and be dependant on the ability of Lot 1 providers being able to meet the demand within the neighbourhoods they are allocated. The volumes and values attributed to either Lot are not fixed or guaranteed.

Renewal: The option to extend is for up to 36 months in any number of configurations. Extensions will be used at the sole discretion of the contracting authority. The framework and contracts will be managed, and performance monitored, throughout the term which will support any option to extend. Ongoing requirements and service scope will also be considered.

Secondary Providers

Secondary Providers will be appointed to the framework and may be requested to provide care packages which the Lot 1 Lead Providers are unable to fulfil. Full details are provided in the tender documents.
