Summary of the contracting process

Central Bedfordshire Council is seeking a contractor for housing repairs and void property works across its social housing portfolio in Central Bedfordshire. The requirement covers ongoing maintenance and repair, refurbishment and re-letting of homes, including building construction work for houses and multi-dwelling buildings, building materials, and repair and maintenance of building installations (CPV 50700000). The service is intended to keep properties safe, well maintained and ready for occupation, while providing a customer-focused service for residents. This is a single works requirement managed by the Council. It is relevant to contractors with experience in social housing maintenance, void property refurbishment, residential construction and the associated building services and materials supply needed to complete repairs and prepare homes for occupation.

The procurement has reached tender: the Council invited offers through a two-stage Competitive Flexible Procedure. Stage 1 is a Pre-Selection Questionnaire, with the six highest-scoring applicants invited to Stage 2, the Invitation to Tender. Questions had to be submitted by 17:00 on 27 August 2026, and completed tenders and attachments by electronic submission through the In-tend system by 12:00 noon on 4 September 2026. The estimated value is £60,000,000 excluding VAT and £72,000,000 including VAT. The contract is planned to run from 1 April 2027 to 31 March 2032, with a possible five-year extension to 31 March 2037. Evaluation is weighted 60% quality, 30% price and 10% social value. The award decision is due by 20 January 2027.

Central Bedfordshire Council is seeking to appoint a contractor to deliver housing repairs and void property works across its social housing portfolio. The service will support the ongoing maintenance, repair and re-letting of homes, ensuring properties are safe, well-maintained and available for occupation, while delivering a high-quality, customer-focused service for residents. The Council will provide as much support and information as it can to help guide you through the Tender process. Questions asked together with the response, will be made available to all tenderers, to ensure a fair and consistent approach to all. If there is anything you are not sure about or need clarification on, please use the Correspondence facility within the In-tend electronic tendering system. Last date for receiving questions on the In-Tend system: 17:00 on 27 August 2026 Completed tenders and attachments should be submitted electronically by the due date via our In-tend electronic tendering system. Tenders must be uploaded via the "My Return" section of the system. Tenders submitted through the correspondence facility will not be considered. Your Tender must be submitted via the In-tend system by no later than 12:00 noon on 4 September 2026. Tenders received after that time will be excluded.
