Summary of the contracting process

Lymington and Pennington Town Council is seeking one consultation and engagement consultant for Phase 1 of the Lymington Sea Water Baths Restoration Project in Lymington. The work covers the design, management and delivery of an inclusive public and stakeholder engagement programme to inform technical, heritage, community, business and operational evidence, and RIBA Stage 0 to 2 design proposals. It includes engagement strategy and delivery planning, public surveys, drop-in sessions, stakeholder workshops, targeted outreach, consultation on emerging designs, analysis and reporting. The programme must involve residents, users, community organisations, heritage and environmental stakeholders, and groups that may be underrepresented, including young people, older residents, disabled people and lower-income households. Outputs include accessible materials, outreach and engagement reports, a final Engagement Report and a National Lottery Heritage Fund-formatted summary.

The process has reached tender: the Council invited offers through a below-threshold open competition. Bids were due by 7 September 2026 at 12:00 BST, with electronic submission allowed. The contract period is 21 September 2026 to 31 August 2027. The maximum value is £23,500 excluding VAT, or £28,200 including VAT, covering all consultant time, project management, meetings, travel, materials, digital tools and licences, venue hire, analysis, reporting and outputs. The tender is evaluated as the most advantageous tender rather than automatically awarding to the lowest price. Weightings are methodology quality and inclusivity 25%, team experience and capability 20%, accessibility and underrepresented-group approach 15%, understanding of the brief 10%, programme, capacity and collaboration 10%, and price and value for money 20%.

This opportunity suits consultation, community engagement, social research, public relations or evaluation specialists, including SMEs. Strong candidates will be able to develop inclusive engagement strategies, run online and in-person surveys, exhibitions, drop-ins and workshops, undertake targeted outreach, and analyse qualitative, quantitative and demographic evidence. The brief favours experience with heritage, public realm, leisure or community infrastructure projects; National Lottery Heritage Fund or comparable funded work; local authorities or other public bodies; multidisciplinary design teams; and engagement that produces reliable evidence for investment and design decisions. Suppliers need credible methods for reaching people who are often excluded, adapting communications for different ages, abilities and communication needs, and applying consent, data protection and ethical practice. They should also demonstrate sufficient team capacity, facilitation, project management, quality assurance and clear accessible reporting.

The consultant will attend project meetings and coordination sessions as reasonably required and provide timely findings to ensure that engagement evidence can influence the project while proposals are still being developed.
