Stoke-on-Trent City Council is seeking a provider to deliver cycle training for children and young people at schools and other venues across Stoke-on-Trent. The programme covers Bikeability Levels 1, 2 and 3, plus relevant Bikeability Plus modules, including activities intended to address barriers to cycling. Delivery includes coordinating training with schools, supplying instructors and, where required, suitable cycles and equipment. The service supports young people at different stages of cycling ability and is intended to be accessible, while contributing to road safety, active travel and healthier lifestyles. This is an education and training service. The provider will also manage bookings, attendance, monitoring and reporting, and supply outcome data for the Council’s contract management and programme reporting.

The Council invited offers through an open procedure. The deadline for enquiries was 7 October 2026 at 15:00, and the bid submission deadline was 22 October 2026 at 15:00. The contract is scheduled to run from 1 September 2027 to 31 August 2030, with an estimated value of £360,000 excluding VAT (£450,000 including VAT). The procurement is divided into one lot. Evaluation gives 90% to quality and 10% to social value. The provider is to deliver an annual programme according to available funding and the Council’s agreed schedule. Training must follow the National Standard for cycle training, the current Bikeability Delivery Guide, Bikeability Trust requirements and relevant Active Travel England guidance.

Notice Description

Stoke-on-Trent City Council is seeking to appoint a suitably qualified and registered provider to deliver Bikeability Levels 1, 2 and 3, together with relevant Bikeability Plus modules, to children and young people at schools and other venues across Stoke-on-Trent. The contract is expected to run from 1st September 2027 to 31st August 2030. The provider will be required to deliver an annual programme in accordance with available funding and the Council's agreed delivery schedule. Services will include the planning and coordination of training with schools, provision of appropriately qualified and registered instructors, suitable cycles and equipment where required, delivery of training in accordance with the National Standard for cycle training, current Bikeability Delivery Guide, Bikeability Trust requirements and relevant Active Travel England (ATE) guidance. The provider will also be required to support Bikeability Plus activities where commissioned, including modules designed to address barriers to cycling, and to provide appropriate booking, attendance, monitoring, reporting and outcome data to the Council to support contract management and ATE/Bikeability reporting requirements. The provider must have sufficient capacity, experience, qualified personnel and resources to deliver the required programme across Stoke-on-Trent, including flexibility to accommodate changes to the programme and additional or holiday training opportunities where funding permits.
