Summary of the contracting process

NHS England is presently in the planning stage for its procurement process concerning the Targeted Prostate Cancer Screening Programme, focusing on PSA Testing, MRI Reporting, and the development of a BRCA Digital Decision Resource. This preliminary market engagement, based in London, UK, aims to gather insights on market capabilities for three distinct workstreams: PSA laboratory processing, prostate MRI reporting, and website development for a BRCA decision resource. As an early market engagement endeavour, it invites interested suppliers to express capabilities and interest by 26 August 2026, without obligating NHS England to initiate a procurement or award any contracts. This process uses various CPV codes including health services, medical analysis, and IT services. The expected contract period will run from December 2026 through December 2029.

This engagement presents a unique opportunity for businesses specialized in healthcare, diagnostic services, and digital solutions to contribute to an important public health initiative. Companies with capabilities in medical laboratories, medical imaging, and web development will likely find this tender aligns with their expertise. By participating in this early engagement, firms can influence the final requirements and specifications, preparing them for potential future procurement processes that may follow different procurement routes under the Provider Selection Regime or the Procurement Act 2023. Engaging with NHS England in this phase can provide valuable insights and allow companies to position themselves strategically for growth in the healthcare sector.

Notice Title

Preliminary Market Engagement Notice: Targeted Prostate Cancer Screening Programme - PSA Testing, MRI Reporting and BRCA Digital Decision Resource

Notice Description

Preliminary Market Engagement / Early Market Engagement NHS England is undertaking preliminary market engagement to inform three separate but connected requirements within the Targeted Prostate Cancer Screening Programme. The proposed workstreams are: 1. PSA laboratory processing and pathway support; 2. prostate MRI reporting; 3. BRCA digital decision resource / website development and evaluation. The programme is being developed to support targeted prostate cancer screening for men at increased risk, including men with a known pathogenic or likely pathogenic BRCA2 variant. The purpose of this engagement is to understand market capability, potential delivery models, mobilisation requirements, key risks, pricing assumptions, digital and information governance considerations, pathway interfaces and route-to-market options. The workstreams involve different capabilities and provider markets. NHS England may procure the requirements separately, and different procurement routes may apply to different workstreams. NHS England is currently assessing the most appropriate route to market for each workstream. Subject to completion of the relevant approvals and assessments, Workstreams 1 and 2 are anticipated to be procured under the Provider Selection Regime where confirmed as being within scope of that regime. Workstream 3 is anticipated to be procured in accordance with the Procurement Act 2023. This engagement is not a call for competition, does not commence a procurement process, and does not commit NHS England to any procurement, route to market, contract award or level of expenditure. Participation in this engagement is not required in order to participate in any future procurement process, and non-participation will not prevent participation in any future opportunity. Suppliers may respond to one, two or all three workstreams, depending on their capability and interest. The Preliminary Market Engagement Notice uses 85100000-0 Health services as the main CPV code because the engagement relates to a targeted screening programme and includes two clinical/diagnostic workstreams. Additional CPV codes have been included to reflect the specific workstreams: PSA laboratory processing and medical analysis, prostate MRI reporting, and digital decision resource / website development. The use of multiple CPV codes reflects the fact that this is one combined market engagement exercise only; the workstreams may be procured separately and may follow different procurement routes following Commercial review.

Planning Information

The purpose of this engagement is to understand market capability, delivery models, mobilisation requirements, risks, pricing assumptions, pathway interfaces and route-to-market options. The workstreams may be procured separately and different procurement routes may apply, including the Provider Selection Regime for relevant healthcare service elements and the Procurement Act 2023 for the digital decision resource. This is not a call for competition and does not commit NHS England to any procurement, route to market, contract award or level of expenditure. Suppliers may respond to one, two or all three workstreams. This exercise is for early market engagement only. It is not a pre-qualification stage, supplier selection stage or invitation to tender. Information received may be used to inform the final specification, procurement strategy, route-to-market decision and any future conditions of participation or provider selection requirements.
