Summary of the contracting process

NHS England is developing a targeted prostate cancer screening programme for men at increased risk, including men with a known pathogenic or likely pathogenic BRCA2 variant. The planned requirements cover three connected service areas: PSA laboratory processing and pathway support; prostate MRI reporting; and development and evaluation of a BRCA digital decision resource or website. This is healthcare and diagnostic services combined with medical imaging, laboratory analysis and digital software development. The work will support screening pathways and their clinical, digital and information governance interfaces. NHS England is considering whether the three workstreams should be procured separately, reflecting the different capabilities and provider markets involved. Delivery locations are not stated.

This is an early market engagement exercise at the planning stage, not a call for competition, pre-qualification exercise or invitation to tender. NHS England expects to use the responses to shape the specification, procurement strategy, route to market, mobilisation approach, risk assessment and pricing assumptions. Suppliers may provide input on one, two or all three workstreams. Responses to the engagement questions are expected by 26 August 2026. NHS England expects a subsequent notice on 14 September 2026. The anticipated contract period is 1 December 2026 to 31 December 2029. Workstreams 1 and 2 may use the Provider Selection Regime where applicable; workstream 3 is expected to use the Procurement Act 2023. No contract value is stated.

The engagement will suit suppliers able to contribute specialist capability in one or more of the three workstreams. Relevant businesses include medical laboratories experienced in PSA processing and pathway support, providers with expertise in prostate MRI reporting, and digital health or software organisations able to develop and evaluate a BRCA decision resource or website. NHS England is seeking evidence of delivery models, mobilisation requirements, pathway interfaces, clinical and digital information governance, key risks, pricing assumptions and route-to-market considerations. Businesses with complementary clinical, diagnostic, imaging or digital capabilities may respond across multiple workstreams, while focused specialists can contribute to a single area. This is a preparation exercise rather than an opportunity to bid for a contract now.

Notice Title

Preliminary Market Engagement Notice: Targeted Prostate Cancer Screening Programme - PSA Testing, MRI Reporting and BRCA Digital Decision Resource

Notice Description

Preliminary Market Engagement / Early Market Engagement NHS England is undertaking preliminary market engagement to inform three separate but connected requirements within the Targeted Prostate Cancer Screening Programme. The proposed workstreams are: 1. PSA laboratory processing and pathway support; 2. prostate MRI reporting; 3. BRCA digital decision resource / website development and evaluation. The programme is being developed to support targeted prostate cancer screening for men at increased risk, including men with a known pathogenic or likely pathogenic BRCA2 variant. The purpose of this engagement is to understand market capability, potential delivery models, mobilisation requirements, key risks, pricing assumptions, digital and information governance considerations, pathway interfaces and route-to-market options. The workstreams involve different capabilities and provider markets. NHS England may procure the requirements separately, and different procurement routes may apply to different workstreams. NHS England is currently assessing the most appropriate route to market for each workstream. Subject to completion of the relevant approvals and assessments, Workstreams 1 and 2 are anticipated to be procured under the Provider Selection Regime where confirmed as being within scope of that regime. Workstream 3 is anticipated to be procured in accordance with the Procurement Act 2023. This engagement is not a call for competition, does not commence a procurement process, and does not commit NHS England to any procurement, route to market, contract award or level of expenditure. Participation in this engagement is not required in order to participate in any future procurement process, and non-participation will not prevent participation in any future opportunity. Suppliers may respond to one, two or all three workstreams, depending on their capability and interest. The Preliminary Market Engagement Notice uses 85100000-0 Health services as the main CPV code because the engagement relates to a targeted screening programme and includes two clinical/diagnostic workstreams. Additional CPV codes have been included to reflect the specific workstreams: PSA laboratory processing and medical analysis, prostate MRI reporting, and digital decision resource / website development. The use of multiple CPV codes reflects the fact that this is one combined market engagement exercise only; the workstreams may be procured separately and may follow different procurement routes following Commercial review.
