Summary of the contracting process

Medicines Discovery Catapult Limited is procuring a hot cell system for the safe and effective handling of radioactive materials. The requirement covers an existing off-the-shelf product or a bespoke system, including design where required, manufacture, supply, delivery, installation, commissioning, validation, training, documentation, warranty, maintenance and ongoing technical support. The estimated value is £300,000 excluding VAT, or £360,000 including VAT. Evaluation is 85% technical solution and delivery and 15% whole-life cost.

Bidders must demonstrate technical capability, relevant experience and resources to design where necessary, manufacture, supply, install, commission and maintain a hot cell system of similar scale and complexity. Evidence of comparable projects completed within the previous five years is required, together with appropriately qualified personnel and robust quality management processes. Relevant qualifications, certifications and standards, or equivalent evidence demonstrating the same level of competence and compliance, will be accepted. The specification places particular emphasis on technical design and functionality, regulatory and specification compliance, installation and commissioning, project management, training and knowledge transfer, warranty, maintenance, after-sales support and risk management. Specialist suppliers with radioactive-material handling expertise, delivery capacity and long-term technical support capability are best placed to compete.
