Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned locally enhanced healthcare services for the Rotherham population. The requirement is linked to general practice and is intended to enhance, rather than operate separately from, the GP Framework contract. Delivery takes place in Rotherham, South Yorkshire. The buying organisation is NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider is Waverley Medical Centre in Rotherham. The services are therefore suited to a GP practice or equivalent primary care provider able to deliver locally commissioned healthcare activity for Rotherham patients within the NHS primary care framework. The arrangement depends on the provider holding the relevant GP Framework contract, because the enhanced services are interdependent with that underlying provision rather than being a standalone service.

This procurement has reached the awarded stage under the Health Care Services (Provider Selection Regime) Regulations 2023, rather than the Procurement Act 2023. It used direct award procedure B without prior publication of a competition. The contract was awarded to Waverley Medical Centre, with one bid recorded. The contract period is 1 April 2026 to 31 March 2027, and it was signed on 1 April 2026. The contract record gives a value of £1, while the service description states that payment is activity-based at local prices, aligned with the nationally mandated NHS Payment Scheme. Evaluation placed 100% on patient choice and 0% on price. The recorded tender lot is marked cancelled, but the award and contract are active.

For a future requirement of this type, a credible competing provider would need to be an established GP practice or group able to hold and operate through the relevant GP Framework contract. It would need the clinical capacity, governance and local primary care infrastructure to deliver enhanced services alongside core framework activity for patients in Rotherham. The procurement indicates that the buyer prioritises patient choice entirely over price, so evidence of accessible, patient-focused provision and the ability to support patient choice would be central to a strong proposition. Suppliers should also be able to manage activity-based delivery, record completed activity accurately, and operate within NHS Payment Scheme requirements and locally set prices. Existing primary care delivery experience and compliance with the service specification would be important.

Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.

The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2026 to 31/03/2027. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.
