Summary of the contracting process

Westminster City Council is planning a services contract to supply, maintain and manage 39 on-street AC fast electric vehicle charge points in Westminster. The charge points are 7kW units installed alongside dedicated electric-vehicle bays. These bays restrict vehicles to a maximum four-hour stay between 8:30am and 6:30pm. One planned lot is expected to run from 2 July 2027 to 1 July 2032, with a possible extension to 1 July 2037 and renewal arrangements subject to market engagement. The estimated value is £2.2 million excluding VAT, or £2.64 million including VAT. The council expects a future procurement notice on 14 December 2026, with tender submissions anticipated by 31 January 2027 and an award decision by 1 April 2027. Market-engagement clarification questions are due by 12pm on 27 August 2026, and questionnaire responses by 12pm on 3 September 2026.

The planned contract should suit suppliers that can provide and operate public electric-vehicle charging infrastructure, including businesses with strong capability in 7kW AC charge points, electrical installation, asset maintenance and customer-facing charging operations. The provision of on-street EV charging is a core component of the Council's wider commitments to deliver a net zero Council by 2030 and a net zero city by 2040, as set out in the Climate Emergency Action Plan. Improving air quality remains a major public health priority in Westminster and accelerating the shift away from fossil fuelled vehicles is central to reducing local emissions of NO2 and PM2.5. The Council's Air Quality Action Plan 2025-2030 reinforces the need to support cleaner transport choices, while the Sustainable Transport Strategy positions EV infrastructure as a key enabler of behaviour changes alongside active travel and freight reforms. Westminster City Council (WCC) is looking to procure a contract covering the 39 AC 'fast' charge points from our first round of installations made under the Pan London Agreement. These are 7kW charge points alongside dedicated EV-only bays which are restricted to a maximum 4-hour stay between the hours of 8:30am and 6:30pm.
