Summary of the contracting process

The University of Edinburgh is exploring a student record platform to replace or rationalise the complexity of its existing student record environment. The requirement is for industry-specific software that can integrate with the University’s existing systems and support a more streamlined, effective service. Relevant functional areas include exceptional circumstances, scholarships, assessment and progression, alongside wider student record processes. The work would be delivered for the University in Edinburgh. The University is examining current and emerging products, technologies and delivery approaches, and wants to understand how a new platform could simplify its landscape. This is a single, broad requirement rather than separate specialist packages, and is relevant to software providers, system integrators and suppliers with higher education student administration solutions.

This procurement is at the planning stage and is currently preliminary market engagement, not a call for competition or a commitment to award a contract. The University is using supplier responses to inform its business requirements, strategic planning and any future procurement strategy. Interested suppliers are asked to return the requested information by 12 noon BST on 4 September 2026; participation is voluntary and at the supplier’s own cost. The University anticipates that a procurement, if taken forward, could take place within the next three to five years, with a future notice date indicated as 1 August 2029. The existing student record system is already covered by contractual arrangements. No procurement value or tender procedure has been established.

The engagement will suit suppliers with proven student record or student information systems for universities, particularly those able to demonstrate integration with complex existing technology environments. Strong participants are likely to offer configurable functionality covering exceptional circumstances, scholarships, assessment and progression, together with approaches that can rationalise duplicated or complicated systems. Relevant expertise includes higher education data, student administration, platform implementation, migration, interoperability and long-term service support. Suppliers with current products, emerging technologies or alternative delivery models can contribute to the University’s understanding of the market. This is an opportunity to prepare and influence future requirements through market insight rather than to bid for a contract now; participation will not affect any later procurement process.
