Summary of the contracting process

Greenhead College intends to procure school cleaning services at its college in Huddersfield. The service will cover the college’s classrooms, corridors and other areas, supporting a clean, orderly environment for teaching and learning. The college is seeking consistently high standards, effective quality assurance and clear communication between cleaning staff, operational managers and the college’s representative. The contractor will need to manage daily handover of special requirements and comments, adapt cleaning activity to college events, and provide appropriately timed services. The requirement is for services rather than goods or construction works, and is classified as school cleaning services (CPV 90919300).

This procurement is at the planning stage: Greenhead College has announced its intention to procure, but has not yet invited tenders. The planned approach is an above-threshold open procedure. There is one planned lot, identified as suitable for small and medium-sized enterprises. The expected contract period is 1 April 2027 to 1 April 2030, with a possible extension to 1 April 2032; renewal is envisaged. The buyer expects the next notice to be published on 2 November 2026. Evaluation will consider value for money and qualitative benefits, rather than simply selecting the cheapest quotation. The service is intended to support flexible delivery and additional work around key college events.

The requirement should suit established commercial cleaning contractors, including SMEs, with experience of education or similarly busy public-facing sites. Strong candidates will be able to provide reliable daily cleaning, maintain high standards across varied college areas and demonstrate practical quality assurance systems. The college is looking for a contractor able to recruit, train and develop its cleaning teams, set staffing at an effective level and adjust working hours to the site’s needs. Preparation should include evidence of responsive account management, regular communication with client representatives, clear processes for recording and handing over special requirements, and the capacity to provide extra cleaning or adapt operations during important events. A flexible, proactive partnership approach will be important.
