Summary of the contracting process

The Police and Crime Commissioner for Bedfordshire intends to commission specialist domestic abuse services under the DRIVE Project. The main service will provide intensive one-to-one case management and tailored behaviour-change interventions for up to 125 high-risk domestic abuse perpetrators. It is intended to reduce repeat and serial abuse, lower risks to victims, and improve safety through multi-agency safeguarding and offender-management arrangements, including MARAC, domestic abuse perpetrator services and Integrated Offender Management. A second service will provide Independent Domestic Violence Adviser support to complement the intervention programme. The work is classified as health, social and community services, including counselling, rehabilitation and guidance. Delivery is in Bedfordshire.

This procurement is at the planning stage and carries an intention to procure, rather than an invitation to tender. The buyer expects to use an above-threshold open procedure. The proposed total value is £900,000 excluding VAT (£1,080,000 including VAT). The buyer’s indicative timetable anticipates a tender response date of 28 September 2026, enquiries closing on 21 September 2026 and an award decision by 19 October 2026. The contract is expected to run from 1 February 2027 to 31 March 2029, with an option to renew for one further 12-month period, potentially extending to 31 March 2030. There will be two lots: the DRIVE intervention programme and IDVA support. Suppliers may bid for and be awarded one lot. Evaluation is 60% quality, 30% price and 10% social value.

The planned work will suit specialist domestic abuse organisations, perpetrator-intervention providers, IDVA services and voluntary, community or social enterprises with strong safeguarding and partnership capability. The buyer is looking for demonstrable experience of working with high-risk domestic abuse perpetrators, delivering intensive case management and behaviour-change interventions, and operating effectively with statutory and voluntary-sector partners. Providers will need to deliver the nationally recognised DRIVE model with fidelity while adapting it to local needs, risks, partnerships and priorities. Relevant capability includes working within multi-agency arrangements such as MARAC, domestic abuse perpetrator forums and Integrated Offender Management, with victim safety kept paramount. Quality assurance will involve oversight by a DRIVE Fellow. Both lots are identified as suitable for SMEs and VCSEs, supporting preparation by specialist organisations of varying scale.
