Milton Keynes City Council intends to expand its Chargehubs electric vehicle infrastructure network across Milton Keynes. The service will provide conveniently located local charging hubs offering DC fast chargers rated at 50kW and ultra-rapid chargers rated at 150kW, supporting drivers who need to recharge away from home or residential charging points. The scope covers the supply and installation of electrical charging equipment, vehicle refuelling services, electricity distribution and related services, and ongoing system maintenance. This is a services procurement under a concession arrangement, with the private sector expected to fund the network expansion. The work will be delivered in Milton Keynes, for local residents and other electric vehicle users. The Council is the buying organisation and is seeking market input before starting a new procurement process.

This process is at the planning and preliminary market engagement stage, not a tender invitation. The Council previously ran a procurement for the network expansion, but terminated it after receiving no compliant bids; it is now reviewing market capacity, participation barriers and its procurement strategy. Potential providers are asked to complete the Market Engagement Form by 12 noon on 26 August 2026. The Council expects to advertise the subsequent procurement separately, with an indicative future notice date of 1 October 2026. The planned concession contract period is 1 December 2026 to 30 November 2051. The procurement is planned as one lot and is intended to use a concession approach. Participation in the engagement will not automatically provide access to the future procurement, and the Council will not reimburse participation costs.

This engagement will suit businesses able to finance, design, install, operate and maintain public electric vehicle charging infrastructure over a long-term concession. Relevant capability includes deploying 50kW DC fast chargers and 150kW ultra-rapid chargers, connecting equipment to electricity networks, providing vehicle charging services and maintaining charging systems. Suppliers with experience delivering local charging hubs, managing customer-facing refuelling infrastructure and supporting reliable, convenient charging for residents should be well placed to contribute. The Council has identified the opportunity as suitable for small and medium-sized enterprises, so specialist charging providers, infrastructure investors, electrical installation firms, network operators and capable consortia may wish to prepare. Market engagement is intended to help the Council understand available capacity and barriers, allowing interested suppliers to influence the procurement strategy before the future competition is launched.

Milton Keynes City Council (the "Council") conducted a procurement, under Procurement OCID ocds-h6vhtk-051d58, giving an opportunity to private sector to fund the expansion of our Chargehubs Electric vehicle Infrastructure (EVI) Network . The procurement was subsequently terminated following the receipt of no compliant bids and a Procurement Termination Notice was published. The Council is now undertaking preliminary market engagement to better understand market capacity, potential barriers to participation and opportunities to refine the procurement strategy before commencing a new procurement process. Chargehubs will offer DC fast (50kw), and ultrarapid (150 kw) chargers to our network in conveniently located, local centres, we are able to offer our residents a top- up solution which can fill a battery to 80% in just 10 to 40 minutes. Charge Hubs will be designed to complement both home charging and residential chargers by offering this on demand facility locally. As part of market engagement, suppliers are requested to respond to the questions given in Market Engagement Form available on https://in-tendhost.co.uk/milton-keynes/aspx/Home latest by 12 noon; 26 August 2026. An expression of interest in this market engagement exercise will not automatically entitle involvement in any future procurement exercise. The subsequent procurement will be advertised separately and all providers wanting to participate will need to respond to the procurement advertisement when published. The Council is not liable for any costs, expenses or fees incurred by any party participating in the market engagement exercise.
