The market-sounding brief and questionnaire were issued on 6 August 2026; clarification questions were expected by 14 August 2026, with responses issued on 21 August 2026. Questionnaire responses were expected by 1 September 2026 at 14:00, followed by a supplier discussion session on a date to be confirmed. Pool Re has recorded an estimated value of £1 including gross value, in GBP. The planned contract period is 4 January 2027 to 31 December 2030, with one lot.

The exercise will suit organisations experienced in organisational development, values-based culture programmes, employee engagement, facilitation and staff training. Relevant providers are likely to be able to design an engaging programme for an entire workforce and adapt delivery to an established organisational values framework. Experience in human resources consultancy, training programme design, specialist training and the provision or management of training facilities would be relevant. Suppliers should be prepared to explain their delivery models, innovative approaches, pricing structures, capacity and appetite for the work, as well as identify delivery risks and practical considerations. This stage is intended for market feedback and preparation; it is not a qualification process or a contract opportunity to bid for now.
